The Department of Pediatrics is one of the largest departments within the School of Medicine with approximately 250 Faculty, 127 postdoctoral fellows (both MDs and PhDs) along with over 320 support staff (not including hospital staff). In addition, the Department has 68 clinical residents distributed across the Divisions. The missions of research, education and patient care are intertwined, and are integral to the goals of the department.

The Department manages a university-affiliated children's health system with the physicians and leadership of the University of California, San Diego (UCSD), Rady Children's Hospital, and Rady Children's Specialists of San Diego, a Medical Practice Foundation, unifying pediatric patient care, research, education and community service programs.

Independently uses and applies in-depth knowledge and experience in the specific policy field on projects that typically impact the entire organization or programs external to the organization. Operates in a highly visible, politically sensitive, legally complex and evolving arena. Uses advanced professional concepts and objectives to address and resolve complex policy or program issues. Works on significant, strategic issues and problems requiring political sensitivity, where analysis of circumstances and information requires an in-depth evaluation of factors.

Under the general direction of the Vice Chair of Finance and Administration, the incumbent will provide key analytical support and operational strategy for the department of Pediatrics with an emphasis in Academic Affairs, Faculty Recruitment, and Human Resources decision support. Serve as senior advisor for Pediatrics, one of the largest departments in the UCSD Health Sciences Enterprise representing one of the largest financial, academic, and staffing units in the school and on the UCSD Campus. In accordance with policies and procedures set forth by the University, campus, School of Medicine (SOM) and the Department of Pediatrics (DOP), perform analysis, evaluate, formulate, and implement action plans as well as operational structure and management for the DOP. Serve as liaison to University central offices, risk management, faculty, School of Medicine Dean’s Office and campus officials to resolve problems before they evolve into formal complaints. Provide the Chairman, Vice Chair, and Dean’s Office with input, guidance, and solutions to possible liabilities for all staff and academic positions in the Department. Advise and implement new policies and procedures paying strict attention to the implications of precedent setting actions. Communicate regarding direction and advice to department faculty and division chiefs on all personnel operations. Oversee all operational aspects of the Department of Pediatrics Review & Appraisal Committee (RAC). Oversees the Department's Personnel Administration team. Supervise staff employees creating and monitoring work flow, managing deadlines and providing clear direction and training. Counsels, trains, and guides both staff and academic senior leadership on complex personnel matters. Partners with Chair, Vice Chairs, and other senior leadership to create policy and programs to advance the missions of the Department. Provides personalized guidance, consulting and recommendations in all aspects of personnel administration for over 350 faculty and serves as career advisor and mentor to staff.

  • Elevn years of related experience, education/training, OR a Bachelor's degree in related area plus seven years of related experience/training

  • Expert knowledge of common organizational- or research-specific and other computer application programs.

  • Highly skilled communication and interpersonal skills to communicate with and influence others, both verbally and in writing. Demonstrated excellent interpersonal skills to communicate and handle difficult, sensitive and/or confidential matters in a pleasant, diplomatic, effective, and expedient manner. Ability to represent policies and to coach departmental staff on proper procedures to obtain positive results.

  • Ability to use discretion and maintain all confidentiality. Demonstrated experience in maintaining confidentiality of personnel or other sensitive issues (as identified by management) and exercise discretion in dealing with controversial or potentially sensitive topics. Proven experience in exercising independent judgment and discretion.

  • Highly skilled in all levels of project management.

  • Expert knowledge of the organization's processes, protocols and procedures and external regulatory requirements in policy domain. Expert knowledge of Department of Pediatrics processes, protocols, and procedures.

  • Ability to multi-task with demanding timeframes. Proven ability to effectively manage multiple priorities in a complex, challenging environment. Demonstrates adaptability and flexibility, anticipates and effectively handles change.

  • Expert knowledge of applicable policy analysis techniques.

  • Expert analytical/problem-solving skills.

  • Demonstrated extensive knowledge, skills and experience in personnel operating systems and practices, including counseling, recruitment, affirmative action, staffing, training, performance management and conflict resolution, classification, compensation, employee benefits, labor relations, corrective action and disciplinary methods, labor agreements, and the ability to interpret and administer bargaining agreements and UC policies.

  • Innovation and initiative to anticipate, develop, and implement new procedures, practices and processes adaptable to constantly changing work patterns and business methods needed to provide solutions to solve unusual and new concerns using means that establish effective and efficient precedents.

  • Thorough knowledge of systemwide and organization policies, union contracts, procedures and practices that govern academic HR administration. Extensive knowledge of University faculty, non-senate academic, and staff personnel policies and procedures with ability to independently interpret and analyze, propose solutions and apply them to non-recurring or precedent-setting situations.

  • Master's degree in related area.

  • Seven or more years of experience in personnel administration in an academic medical setting.

  • Manager or higher level leadership experience in a relevant setting.

  • Experience with faculty recruitments and advancements.

  • Medical staff application and renewal policies.

  • Current UC San Diego Health Department of Pediatrics employee.

  • Employment is subject to a criminal background check.

  • Must have access to reliable transportation.

  • Occasional evenings and weekends may be required.


Pay Transparency Act

Annual Full Pay Range: $91,300 - $170,700 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $43.73 - $81.75

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
