Global Carolina is seeking a dynamic leader to ensure international students are in compliance with federal and state immigration regulations. This position will also oversee international programming and events for students as well as contribute to the globalization efforts across USC’s campus.
Minimum Qualifications
Bachelor’s degree and 5 or more years of experience, which may be substituted by equivalent combination of certification, training, education, and/or experience.
Minimum of three years of supervisory and budgetary experience.
Must have US permanent residency or citizenship to meet SEVIS requirements.
Preferred Qualifications
Experience working with international students in university settings; expert knowledge of immigration regulations pertaining to international students; experience and demonstrated success in international student recruitment; foreign language proficiency; study or work abroad experience;
Knowledge/Skills/Abilities
Outstanding written and oral communication skills; ability to supervise and coordinate work with others as part of management team.

Oversees and provides expert guidance to ISSS staff members who are responsible for: ·
  • Providing professional, culturally-sensitive advising to international degree-seeking and non-degree seeking students in USC-Columbia and USC-Palmetto College campuses; providing expert guidance and support to sponsored international students, including Fulbright students;
  • Coordinating and completing immigration casework for F-1 visa students and J-1 visa scholars/students;
  • Advising J-1 scholars and academic units on the USC-Columbia campus on best practices and procedures consistent with EVP’s legislative intent and regulatory requirements;
  • Designing and delivering in-person and virtual programming involving international students and scholars at USC-Columbia.

Serves effectively as Principal Designated School Official (PDSO) for USC’s institutional designation by the U.S. Department of Homeland Security (DHS) in the Student and Exchange Visitor Program system (SEVP a.k.a. “F-1 visa” students) in accordance with the Immigration and Nationality Act as amended, 8 CFR Part 214, and DHS requirements. Serves effectively as Responsible Officer (RO) of USC’s institutional designation by the U.S. Department of State (DOS) as a sponsor of the Exchange Visitor Program (EVP a.k.a. “J-1 visa”) in accordance with the Immigration and Nationality Act as amended, 22 CFR Part 62, and DOS/DHS requirements (e.g., SEVIS system account; annual reporting; biannual redesignation; incident reporting as needed; appointing and training of AROs, etc.). Partners with HR Office of International Services (HR-OIS) to support timely coordination of pre- and post-arrival procedures for J-1 scholars in accordance with USC policies for employees and affiliates.

Coordinates within Global Affairs and with other units on campus to maximize effective internationalization efforts; maintains knowledge about best practices for programming and retention initiatives and applies them both on the USC campus and in the community; develops assessment measures and implements international student programming intended to enhance student satisfaction.

Manages all aspects of ISSS office services, including advising, orientation, cultural programming, institutional compliance, university and unit policies and procedures, risk management, plus outreach to future students, alumni and community. Maintains institutional compliance (e.g., enrollment checks, Forms I-20 and DS-2019 issuance, DSO/ARO training, SEVP registration, etc.) and advises on policy development related to international students/scholars with F-1 visas, J-1 visas, and other visa statuses that require verification in the U.S. Citizenship and Immigration Services (USCIS) SAVE system. Identifies benchmarks and monitors ISSS progress towards strategic goals to ensure outstanding support for USC-Columbia academic units recruiting international students and hosting exchange scholars.
