Director of Capital Planning & Project Management is responsible for management of the University master plan, facilities development, planning, design, architectural and engineering review, space management and project management.

Supervision - 20
Leads Project Management team, CAD/GIS Technician, and other employees. Staffs and maintains organizational structure in collaboration with the Assistant Vice President for Facilities Management to effectively accomplish the institute's planning, programming, design and construction project delivery.
Budget - 5
Plans, reviews and maintains budget in collaboration with the Assistant Vice President for Facilities Management and Budget Manager for the Facilities Planning Department.
Operations Management - 20
Oversees daily operations of the Facility Planning Department. Manages funding and monitors encumbrances and expenditures.  Ensures compliance with codes, standards, USG preplanning guidelines, and other requirements related to capital planning and construction.  Collects and maintains information on condition of facilities.  Maintains university space inventory, as-built document library and related databases.  Establishes, maintains and implements long and short-range goals, objectives, policies, and operating procedures as applicable.
Project Management - 30
Ensures that all capital projects and physical improvements are effectively managed.  Oversees project activity, including feasibility analysis, programming, preliminary studies and development of alternative solutions, project design, development of contract documents, preparation of project estimates and budgets, solicitation, receipt, and evaluation of project bids or proposals, construction administration, management of project budgets, commissioning of engineered systems and project close-out
Planning and Liaison - 20
Maintains University Master plan.  Prepares annual Capital and MRR Funding Requests including but not limited to project identification, consultant engagement, and preparation of estimates, drawings and exhibits. Supports development and submission of grant proposals. Serves on various committees and chairs space management panel.  Frequently engages with Deans and University Cabinet on capital and space planning issues. University point of contact and primary liaison with University System of Georgia Planning Team & USG Campus Program manager.  Performs other duties as assigned.

Educational Requirements
Bachelor's degree in related discipline or equivalent related experience.
Required Experience
Five years of work experience in facilities management with at least one of those years in project management.
At least 2 years of leadership experience.

Additional Preferred Qualifications
Registered Architect or Professional Engineer's License
Preferred Educational Qualifications
Bachelor or Master's degree in Business, construction management, architecture or engineering or related field.
Preferred Experience
Higher education facilities planning experience.

ABILITIES
Ability to plan, supervise, evaluate, and direct employees efficiently and effectively.
Ability to manage all aspects of project delivery
Ability to communicate efficiently and effectively in writing and orally.
Ability to read and interpret specifications, blue-prints, sketches, and detailed drawings, and create preliminary sketches or drawings.
Ability to effectively problem solve while considering cost
Ability to establish and maintain effective working relationships with campus community, design professionals, employees and the public.
KNOWLEDGE
Considerable knowledge of construction practices and methods.
Knowledge of facility design and construction management.
Knowledge of local, state, and federal building codes.
Knowledge of RFP and procurement process, negotiations of contracts including contractual terms and conditions.
Knowledge of University budget process and state funding process for Capital and MRR requirements.
Knowledge of state historic requirements for facilities, as well as knowledge of University and Board of Regents policies and procedures.
Demonstrate familiarity with building materials.
SKILLS
Demonstrate competency with related computer software.
