Construction Manager

Lawrence Berkeley National Lab’s (LBNL ) Facilities Division has an opening for a Construction Manager to join the team.

 

The Facilities Division provides a broad range of operations and support to the physical environment at Berkeley Lab including building, utility, and grounds maintenance; project design and construction management; workspace planning; custodial services; transportation services and shipping and receiving. Under minimal supervision, the Senior Construction Manager manages the day-to-day activities for construction work under contract and will have the responsibility for field implementation of construction-related modifications to LBNL’s physical plant and new building construction. Project size typically ranges from $1M and up. 

 

This role is responsible for managing, planning, and overseeing construction projects within the Facilities Division. This position will manage and effectively plan construction and demolition activity performed by contractors to support scientific and operational efforts to meet the mission of Berkeley Lab. The Construction Manager (CM) will be responsible for overseeing day-to-day construction activity while assuring safety and permitting compliance, quality control, and general construction administration while minimizing operational impacts. 

 

What You Will Do: 

Construction Manager (Level 3):

• Responsible for ensuring work is performed in a safe manner and in compliance with all LBNL and DOE Health and Safety policies, and procedures, as well as other applicable Federal, State, and local policies.

• Monitor work and coordinate inspections to confirm work is performed in accordance with the project scope of work and the contract, code, drawings, and specifications.

• Effectively communicate with multiple stakeholders within and outside of the Facilities Division, including Environment Health and Safety (EHS), building managers, Fire Marshals, inspectors, and applicable Authorities Having Jurisdictions (AHJs), while keeping them informed about work status and schedule.

• Review each work order scope of work, identify hazards, and get vendor/contractor proposals.

• Manage requisitions and invoices.

• Conduct daily pre-job hazard briefings prior to the start of work to ensure that all work performed by subcontractors in support of Facilities is controlled and authorized.

• Prepare Subcontractor Job Hazard Analysis (SJHA) and Site Specific Safety Plan (SSSP) documents on time and get it approved for each job/project. This includes following up and working with vendors/ contractors and EHS partners to ensure all safety documents have been reviewed and approved.

• Participate and communicate work activities - in the daily regional plan of the meeting, do job walks with your regional team. 

• Coordinate equipment access/shutdowns, as well as obtain permits, and develop schedules to support subcontractor activities while minimizing interference with others’ work.

• Ensure “as built” drawings are properly updated throughout the project and turned over to the Facilities Engineering Department at project completion. 

• Provide oversight, supervise, and manage construction activities within the Facilities Division.

• Participate in the evaluation and selection of potential contractors that will be used to support construction work.

• Manage day-to-day work updates in LBNL’s Computerized Maintenance Management System (CMMS), Maximo. 

• Generate detailed work orders in Maximo that will be assigned to craft employees who will support construction work.

• Maintain a daily log of work activities for each active construction project and submit progress reports at the end of each day.

• Prepare, support, and review contractor submittals, review and track Requests for Information (RFIs), and change order requests in coordination with the LBNL Procurement team.

• Take the role of the “Responsible Individual” for LBNL-issued permits and waste accumulation areas

• Perform LBNL inspections known as Simple But Needed and entry findings to track compliance with safety and other requirements.

• Responsible for developing and/or reviewing construction schedules and evaluating construction estimates.

• Verify work performed to support contractor progress payment requests and invoices.

• Develop construction schedules, evaluate construction estimates, and review contract modifications.

• Review project plans and specifications for constructability, operability, maintainability, and cost-effectiveness.

• Function as the Subcontractor Technical Representative on contracts.

 

Additional Responsibilities for Construction Manager (Level 4):

• Without considerable direction, supervise complex construction activities to build new or modify existing laboratory, office, and industrial type research buildings, including utilities, equipment installation and exterior improvements.

• Exerts significant latitude in determining objectives of project assignment(s).

• Act as a team lead to other CMs and provide training and guidance, as needed.

 

What is Required:

Construction Manager (Level 3):

• Bachelor’s degree in Construction Management, Engineering, or Business Management or equivalent work experience AND a minimum of five (5) years relevant work experience, including budget management in a multi-project environment; or equivalent years of education and experience. 

• A valid California Driver’s License.

• Asbestos Contractor Supervisor Training (not required at time of hiring).

• Demonstrated experience as a superintendent or professional construction manager coordinating demolition, remodeling, and new construction projects of a broadly diverse scope, preferably on highly complex buildings for government, institutional, or industrial use.       

• Experience with maintenance estimating, planning, and scheduling in a complex industrial plant or laboratory facility with multiple buildings.

• Experience planning and organizing support effort and material needed to complete a specific project or task. 

• Knowledgeable of State and local applicable building and safety codes with demonstrated experience in applying and/or performing plan checks and code compliance reviews.  Broad knowledge of California Building Codes and industry standards and practices in the facilities arena.

• Working knowledge of the regulations associated with asbestos abatement (EPA & CAL OSHA).  

• Working knowledge of the UBC and Fire Code as related to commercial and industrial buildings.  

• Understanding of biological and chemical hazards.  

• Knowledgeable in the area of construction safety consistent with OSHA, NEC, etc. standards. 

• Knowledge of major environmental mandates and regulations such as RCRA, Clean Air Act, Clean Water Act, CERCLA, and AHERA.

• Ability to plan, organize, and estimate multi-craft institutional building renovation/tenant improvement, remediation, and demolition projects. 

• Ability to write or interpret specifications of equipment and customer requirements.

• Demonstrated ability to use computers effectively for record-keeping, report writing, and communication.

• Proven leadership and demonstrated experience in collaborating with a diverse team, and coordinating assignments.

• Ability to manage multiple projects, goals, and objectives.

 

Additional Requirements for Construction Manager (Level 4):

• Bachelor’s degree in Construction Management, Engineering or Business Management and a minimum of eight (8) years relevant work experience, including budget management in a multi-project environment; or equivalent years of education and experience.

 

Desired Qualifications:

• Experience managing work using a CMMS or similar system.

• Extensive experience with electrical and/or mechanical projects.

• Knowledge of Department of Energy Orders pertinent to environment, health, and safety protection.

Notes:

• This is a full-time career appointment, exempt (monthly paid).

• The Construction Manager (Level 3) position is expected to pay $117,948 - $144,156 annually, which fits within the full salary range of $104,844 - $176,952 annually for the job classification of G62.3.

• The Construction Manager (Level 4) position is expected to pay $137,196 - $167,676 annually, which fits within the full salary range of $121,956 - $205,788 annually for the job classification of G62.4.

• Salary for this position will be commensurate with the final candidate’s qualifications and experience, including skills, knowledge, relevant education, certifications, plus also aligned with the internal peer group.
