Congressional Outreach Manager, Levin Center

Essential functions (job duties):

This position manages the D.C. Office’s efforts to improve the Levin Center’s visibility, stature, and relationships within the congressional community in Washington by developing, marketing, and coordinating the Levin Center’s congressional oversight boot camps and other congressional trainings and events; working with congressional members and staff, good government groups, and others to advance oversight reforms; and building and maintaining ties with key congressional staff to support the Levin Center’s summer internship program and other initiatives. This position reports to the Washington Office Director, Levin Center.

Takes the lead in conducting outreach to Congress to enable the Levin Center to provide a range of training and workshop options to Members and staff in Congress. Such options may include: bipartisan oversight briefings as part of the New Member orientations or member retreats; bipartisan oversight briefings with House and Senate chiefs of staffs or LDs; working with groups (e.g., caucuses) in the House and Senate to set up an oversight presentation to their members; fifteen-minute meetings with members of Congress in their first term to talk about oversight work, longer workshops with staff from (sub)committees or personal offices, and other formats. 

Serves as liaison to Fix Congress network and other groups working to advance oversight reforms championed by the Levin Center, including requiring bipartisan committee websites, establishing congressional office of legal counsel, requiring bipartisan hires of committee administration personnel, expanding the five-minute rule for questions at oversight hearings, and other reforms. Also works with such groups to leverage their participation in and promotion of the Levin Center’s trainings and other events.

Arranges events that promote the Levin Center and its agenda, such as panel discussions with scholars, journalists, Members of Congress, congressional staff, or other oversight practitioners. Develops and coordinates regular meetings with practitioners involved with oversight, such as a bipartisan quarterly meeting for women active in oversight or related fields.

Coordinates with and supports the work of the Levin Center Senior Advisor and other Levin Center or Wayne State University faculty and staff to support the Levin Center’s summer internship program and other Washington, D.C.-based programs. 

Performs other related duties as assigned.


Qualifications:

Education   Bachelor's degree

Requires a Batchelor’s degree from an accredited college or university. Other advanced degree (masters or PhD) preferred.

Experience   Expert (established subject matter expert, 7+ years experience)

Requires seven or more years professional experience conducting legislative and administrative oversight at the federal government level. Also requires experience leading a nonprofit organization or similar entity. Experience with or strong interest in teaching and working with law students.

Knowledge, Skills and Abilities

Knowledge of the legislative and oversight process including legislative and administrative investigations at the federal level.

Familiarity with the congressional oversight community in Washington, D.C.

Ability to design and implement oversight training materials and workshops.

Highly skilled in oral and written communication and proficient in the use of traditional media as well as social media to communicate ideas.
