Organizational Unit Overview
The Department of Physical Medicine & Rehabilitation (PM&R) serves the rehabilitation needs of the 1.4 million people in a 29-county region of eastern North Carolina and is located within ECU Health Rehabilitation Center at ECU Health Medical Center, with Spinal Cord, Traumatic Brain Injury, General Rehab, Pediatric Rehabilitation, and Neuro Rehab Units.
The Center’s 75-bed inpatient unit is one of 18 Comprehensive Integrated Inpatient Rehabilitation Programs in NC that is accredited by the Committee on Accreditation of Rehabilitation Facilities (CARF). The Center is also one of the five centers of excellence at ECU Health. ECU Health Medical Center is a JCAHO-accredited Level I Trauma center.
The ECU Brody School of Medicine is partnered with ECU Health Medical Center (formerly Vidant Medical Center). ECU Health Medical Center is the flagship hospital for ECU Health and serves as the teaching hospital for the Brody School of Medicine at East Carolina University. The ECU Health system is also comprised of eight (8) other hospitals throughout eastern North Carolina
Job Duties
Clinical Academic Department Administrators (CADAs) are chief administrators in clinical departments within the Brody School of Medicine at ECU. The primary purpose of the CADA is to provide healthcare administrative leadership, oversight, management and direction to the business, clinical, educational, and research operations of the Department of Physical Medicine and Rehabilitation, Brody School of Medicine at ECU.
To successfully achieve the long-term, financially sound goals and objectives of the Department of Physical Medicine and Rehabilitation, the CADA must have strong physician relation skills, a strategic focus, exceptional financial planning, and budgeting.
This position requires a high level of independent and discretionary judgment for administrative matters. In addition, the CADA represents the Department to various ECU Physicians, University and ECU Health offices and private physicians.
Planning Analysis and Organizational Management:
The Administrator is responsible for determining operational, business, and administrative system goals and objectives to meet the goals of the Department consistent with ECU Physicians, BSOM, ECU, and ECU Health. The Administrator develops short and long-term plans, directs and controls administrative activities in achieving goals, identifies opportunities for business and financial growth and improvement and develops business initiatives for financial soundness and mission alignment. The Department Administrator will lead the development and oversee the execution of the Department’s strategic plan that includes clinical operations, teaching and research. The Administrator will also develop the appropriate resources to support the faculty; negotiate clinical and research funding, space allocation, capital equipment, and personnel support. The Department Administrator will work with the Chair and the ECU Physicians Executive Director’s Office to negotiate and execute various professional services contracts.
Financial Management:
The Administrator is responsible for the financial management of a variety of funding sources and revenue generating mechanisms including the State, Medical Faculty Practice Plan and sponsored programs as well as the development of the annual budget. The Administrator reviews and evaluates all activities and data and conducts an analysis of financial trends in order to plan and prioritize budget allocations yearly. This Administrator will monitor all accounts to develop, revise or reallocate funds as needed. The Administrator initiates, develops, negotiates, reviews and implements clinical business contracts on behalf of the Department. The Administrator will review research/grant proposals and research/grant submissions before submitting to the Office of Sponsored Programs.
The Administrator will work closely with ECU Physicians and ECU Health leadership to ensure maximum reimbursement, managed care rates, fee schedules, etc.
Personnel Management:
The Administrator has either direct oversight or supervisor responsibility for all administrative and clinical support staff of the Department, providing consistent leadership to those employees to prevent and/or resolve conflict quickly and is also responsible for all probationary actions and terminations. The Administrator collaborates with clinical leadership on staffing models, best practices and benchmarks and actively participates in the recruitment and retention of faculty members. The department Administrator is responsible for the development of standard operating procedures for the Department. The Administrator will serve as the primary liaison/representative for the Department within the the School, University, ECU Health System and other external entities and agencies.
Administrative Systems:
The Administrator is responsible for regular evaluation of Departmental activity to ensure appropriate utilization of resources and optimize productivity. The Administrator is expected to identify and investigate general and administrative needs and problems and provide educational opportunities and training for the staff.
Purchasing and Equipment Management:
The Administrator holds full responsibility for and directs all activities related to purchasing and equipment control. The Administrator is responsible for the development of technical bid specification and justifications for capital equipment and needed materials.
Facilities and Space Needs:
The Administrator is responsible for the management of facilities and space needs for the Department, alongside ECU Physicians, Brody School of Medicine, and ECU Leadership, to include clinical space, research space, administrative space, lab space and bed space for patients The Administrator will also serve as liaison with ECU Health to negotiate space needs within the medical center and will work with ECU Physicians, Brody School of Medicine and ECU Leadership in negotiating with outside agencies for contracts and space needs for outlying specialty clinics.
Additional clinics and practices can be assigned at the discretion of the President and/or Executive Director of ECU Health Physicians.
 Employment in this position provides eligibility to participate in the UNC Optional Retirement Program (ORP) which offers matching employer contributions and employee control of investment choices, along with eligibility to participate in various Voluntary Supplemental Retirement Plans (401k, 403b. 457).  This position is not eligible to participate in the NC Teachers’ and State Employees’ Retirement System (TSERS). Minimum Education/Experience
Minimum qualifications of an advanced degree (masters or higher) and no less than 7 years of management-level experience in the full range of administrative and financial functions of an academic departments or research center in a higher education, research, or health care setting. Candidates with 10 years of directly comparable experience may substitute for the required advanced degree in which case a bachelor’s degree and the requisite experience is mandatory.
