About the Department
North Carolina State University is leading the charge as the recipient of a $39.4 million award from the Department of Defense to establish the regional Microelectronics Commons regional innovation hub, Commercial Leap Ahead for Wide Bandgap Semiconductors (CLAWS ). This initiative, part of the larger $238 million investment through the Creating Helpful Incentives to Produce Semiconductors (CHIPS) and Science Act, aims to revolutionize the field of wide bandgap semiconductors.
Hub leadership, Distinguished Professors John Muth and Fred Kish, are dedicated to the “lab to fab” journey—translating laboratory advancements into fabrication capabilities for wide bandgap semiconductors. The hub brings together a dynamic partnership with N.C. A&T State University and industry leaders, including Wolfspeed, Coherent Corp., General Electric, Bluglass, Adroit Materials, and Kyma Technologies, Inc. This collaborative effort will propel the development of semiconductors crucial for national defense, electric vehicles, power grid technologies, 5G/6G, quantum technologies, and artificial intelligence applications.
Based on this huge initiative, we will be looking to create and fill several critical roles for the Hub (see attached org chart).
Essential Job Duties
This is an internal posting for current NC State permanent and temporary employees, and candidates with RIF priority.

The Program Specialist performs a wide variety of complex administrative functions with specialized program support for CLAWS, a Department of Defense funded research Hub at North Carolina State University and in partnership with other academic institutions and member organizations.
The Program Specialist ensures unit compliance with University rules, policies, and procedures as well as deadlines set by internal and external entities including the University, the College of Engineering and the Department of Defense. The position is the administrative liaison of the unit with other campus units and external clients.
Recurring and significant duties may include, but are not limited to:
  • Managing membership activities and sponsored project accounts;
  • Initiating and maintaining analytics related to Hub activities;
  • Compiling and regularly updating business and technical information related to the unit for internal and external use;
  • Communicating on behalf of the Hub, Hub Leadership, and laboratories to both internal and external clients/offices via email, telephone, website, oral communication and other media;
  • Planning, publicizing, coordinating, and evaluating Hub meetings, special events and public relations activities;
  • Compiling and analyzing data for a variety of reports, grants, contracts and programs;
  • Initiate financial transactions (Vouchers, JV’s, IDT’s, Marketplace orders, and requisitions)
  • Process purchase order requests using the departmental internal system. Responsible for all purchases that require a P-card for payment.
  • Serve as a liaison between the department, PI’s and the purchase requestors by seeking information or confirmation from vendors.
  • Collecting necessary information and initiating actions through the PMR system when required for actions on ledger 5 projects.
  • Serve as a primary point of contact for all visitors; obtain/provide assistance, information or refer
  • Write and edit various proposals, reports, publications, speeches, and articles for Hub leadership
  • Reviewing and continuously improving unit business practices.

These duties require the CLAWS Program Specialist to multitask efficiently and effectively, work well with students, staff, faculty, and administration, external clients and others, and work independently. Effective communications both orally and in writing are important skills to possess as this position will spend the majority of their time working with students, PI’s, and diverse companies.
The Program Specialist is also responsible for managing the administrative, purchasing, travel and account management support activities for staff, students, and faculty for the Hub. This position is responsible for disseminating information and responding to inquiries on the process and policies in an accurate, courteous, and timely manner, and providing exceptional service and support, and helping to resolve challenges as they arise.
Other responsibilities may include:
● First point of contact for CLAWS personnel. Serve as Building liaison which includes notifying residents of ongoing building updates, scheduling and maintaining conference rooms, assigning keys and providing general office support.
● Process request for travelers (consists of employees and non-employees) by securing the appropriate travel authorization and funding approvals; arrange logistics and finalize payments. Prepare and initiate travel reimbursement(s).

Qualifications


Minimum Education and Experience
Graduation from a four year college or university and one year of experience related to the area of assignment; or an equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

  • Excellent oral and written communication skills

  • Ability to work independently and collaboratively with internal and external stakeholders

  • Familiarity with event planning and coordination
  • Experience in program support, administrative functions, or a similar role

Preferred Qualifications
  • Professional experience developing and managing a program/project plan.
  • Understanding of NC State financial systems.
