Position Summary

The Rice360 Institute for Global Health Technologies (Rice360), a multi-disciplinary institute at Rice University, is a leader in global health technology education, research, and implementation, with a distinctive focus on experiential and problem-based learning. Rice University is the lead institution for the newly established Center for Innovation and Translation of Point-of-Care Technologies for Equitable Cancer Care (CITEC). Joining collaborators at Rice University, The University of Texas MD Anderson Cancer Center, Baylor College of Medicine, The University of Sao Paulo and Barretos Cancer Hospital in Brazil and partners in Mozambique at The Universidade Eduardo Mondlane and Ministry of Health, CITEC will unite a global community of investigators to support the development, evaluation, refinement and translation of a pipeline of POC technologies to enable early detection and treatment of cancer, with a focus on meeting the needs of medically underserved populations both in the U.S. and LMICs. CITEC will identify high-priority clinical needs for POC cancer technologies; accelerate development of effective, affordable technologies to meet these needs; evaluate and improve the clinical and public health impact of POC technologies in low-and high-resource settings; and train a diverse workforce of developers and users to create and disseminate more equitable POC technologies. CITEC will have a major impact on equitable prevention, diagnosis and early treatment of cancer in the U.S. and worldwide, and will work with the NIH Point of Care Technology Research Network (POCTRN) to build a strong team of global partners to strengthen and sustain POC technology development.

Rice360 is seeking a CITEC program manager who, under the supervision of Rice360 faculty director and CITEC program director (PD) Dr. Rebecca Richards-Kortum and CITEC Co-PIs, will facilitate engagement with the POCTRN Coordination and Technology Support Center (CTSC) to: solicit and support high priority projects; follow a rigorous, milestone-based process to accelerate technology development; ensure that developed technologies meet an actual need; and ensure efficient use of resources. The CITEC program manager will oversee the portfolio of sub-projects supported by CITEC and will directly engage with the project management teams to provide direction to funded projects, including working with the CTSC and the PD/PIs to: establish a project management team, negotiate final development go/no-go milestones for the sub-project awards, and provide links to appropriate technical, commercialization, and regulatory support together with access to key infrastructure necessary for technology refinement and translation.

The ideal candidate has significant program management experience--preferably within global health and international development and/or cancer screening/diagnosis technology development programs--, with a demonstrated record of meaningful contribution to the accomplishment of outcomes for an international, multi-partner project supported by U.S. government funding. They are experienced with travel to Africa and/or Latin America, and have a willingness and ability to travel nationally and internationally.

This is a Houston-based full-time position (M-F 8am-5pm, with occasional early morning, evening, or weekend work required to accommodate time zone differences for meetings with partners), with periodic domestic and international travel to partner sites, including Brazil and Mozambique.

Proposed Hiring Range: $70,000/year, contingent upon qualifications and experience.

Requirements

  • Bachelor's Degree
  • Two (2) years or more of research program/project experience, with progressively responsible work experience and demonstrated strong data analysis and reporting skills
  • Skills Required
    • Superior verbal and written communications skills including proofreading, ability to build reports, and excellent presentation skills
    • Excellent collaborative, judgement, leadership, negotiation, problem solving, and critical thinking skills with attention to details and willingness to take initiative
    • High proficiency and comprehensive knowledge of project management including the proven ability to predict and evaluate potential risks and to create solutions before they arise
    • Ability to work in a team environment, actively participates, motivates and follows-though, as needed
    • Excellent organizational skills to plan and schedule
    • High comfort level making independent decisions
  • Willing and able to travel to CITEC implementation countries, as needed

Preferences

  • Master's degree or higher in engineering, science, international development, public health, or other relevant field of study
  • Four (4) years or more of research program/project experience, with progressively responsible work experience and demonstrated strong data analysis and reporting skills
  • Experience with multi-partner international development programs/projects
  • Experience in support of government grant-funded programs/projects
  • Experience in support of large-scale integrated programs/projects in the areas of cancer screening and/or diagnostic technologies for low resource settings
  • Experience in low- and middle-income countries, preferably in Brazil and Mozambique
  • Excellent interpersonal and cross-cultural skills, with demonstrated sensitivity to low resource settings
  • Ability to work under deadline with flexibility, tact, good judgment, discretion, and take initiative
  • Excellent Fluency in English
  • Fluency in Portuguese

Essential Functions

  • Manages the daily activities, including project development, data collection and data analysis
  • Responsible for budget management and financial forecasting including oversight of both
  • Procures materials and supplies, as needed
  • Assists with the dissemination of research findings and maintain systems for tracking project-related presentations, publications, and other outputs
  • Creates, oversees, (and supervises others in) maintaining and communicating with research respondents across multiple projects
  • Serves as an initial point person for research respondent correspondence and communication
  • Oversees and contributes to the day-to-day activities of the project and research office functions
  • Performs all other duties as assigned
