Summary of Duties:

Assists the Safety and Security Manager in management of the daily coordination and support to the Campus Security unit at WSU Spokane. Responsible for the campus security personnel schedule. Responsible for supervision of the WSU Spokane Campus Security officers during the assigned shift. Responsible for oversight of WSU Security software, emergency management, and may serve as incident command for an event. Responsible to develop, propose, and implement policies and procedures for the areas of responsibility assigned. As necessary, may perform the duties of a security officer.

This position requires working rotating shifts throughout the year.


Required Qualifications:

A Bachelor’s degree in a field relevant to area of specialization and three (3) years of experience directly related to the specialty area. Any combination of relevant education and experience may be substituted for the educational requirement on a year-for-year basis.

Additional Requirements:

  • Three years of experience in a role with increasing administrative oversight of a department.
  • Ability to work a schedule of rotating shifts throughout the year, which will include nights, weekends, and holidays.
  • Possession of a valid driver’s license at time of hire.
  • This position has been designated by the department to require a background check motor vehicle records check, and WSP WATCH.


Preferred Qualifications:

  • Experience with security software packages for surveillance cameras and door access controls.
  • One (1) year experience overseeing emergency management processes.
  • Demonstrated experience with team building, problem solving, conflict management, and effective communication style.
  • Prior law enforcement or security experience.
  • Valid First Aid/CPR Certification.
  • Professional experience in serving students and staff in a higher education setting.

Essential Duties:

Administration and Supervision: 40%

  • Oversees emergency evacuation procedures and disaster planning for the WSU Spokane Campus.
  • Reviews, recommends updates to, and implements changes in policies impacting areas of oversight as outlined below.
  • Schedules and assigns security personnel to shifts through development and implementation of a comprehensive staffing plan by scheduling security personnel to various shifts, providing 24-hour/7-day per week coverage, this includes daily, monthly, and annual plans. Provide unplanned coverage for any unscheduled absences.
  • Assign duties to security personnel to be completed during their shifts. Controls staffing costs to ensure alignment with budgeted labor. Provide ongoing staffing costs to Safety and Security Manager for review and modification in alignment with unit budget.
  • Assists with hiring of new department staff, performance evaluations, scheduling of department staff including leave and overtime approval.
  • Provides input to personnel transactions such as appointments, promotions, corrective and disciplinary action.
  • Designs reports and maintains files pertinent to the security unit operation.
  • Maintains and updates records of crime statistics and monitor for change, patterns or trends. Collects and publishes statistics for the annual Clery report. Leads investigations into criminal activity involving violation of campus regulations, or local, state, or federal statute.
  • Leads investigations into accidents and injuries (incident reports) and recommends corrective measures if necessary. Drives resolution of safety and security issues by collaborating with administrative staff and local law enforcement agencies; coordinates responses as necessary.
  • Provides assistance to law enforcement agencies, fire department, and other emergency responders upon request.
  • Maintain compliance with the Department of Education requirements concerning crime statistics on and near campus.

Systems Administration: 30%

  • Manages and maintains security software applications for WSU Spokane Campus to include, but not limited to surveillance camera system, access control system, report writing database, outdoor alert system, and other emergency notification systems.
  • Provides training on security software applications to all security personnel.
  • Coordinates on behalf of the Campus Security Department with the Information Technology Department on issues related to administration of all security information and/or communication systems.

Security Operations: 25%

  • Reviews security personnel investigative reports for accuracy, time-lines and completeness.
  • Approve reports for distribution to other appropriate departments or outside agencies.
  • Patrols campus property on foot, bicycle or in a patrol car to enforce institution rules and regulations, local, state, and federal statute, and ordinances. Inspects buildings and grounds for prowlers, fire, property damage, or other irregularities.
  • Directs and regulates traffic.
  • Administers first aid.
  • Issues citations for violations, appears in court as required.
  • Operates department communication equipment.
  • Answers telephone inquiries.
  • Dispatches foot and mobile units.
  • Operates and monitors alarm systems.
  • Prepares, types, and distributes reports.
  • Prepares daily activity log, maintains daily logbooks.
  • Performs bank deposits as needed.
