ORGANIZATIONAL SUMMARY:
USF's Office of Administrative Services (OAS) is made up of the dedicated people who keep our campus, the equivalent of a medium-sized city, moving forward. This team delivers essential services across USF's multiple campuses and locations that together total 11 sites, 1,646 acres, 350 buildings, and 12.8 million gross square feet. With responsibilities that include land use and planning, construction and development, maintenance and utilities, custodial and grounds services, parking and the Bull Runner bus system, environmental health and safety, university police, and emergency management; the OAS team has a wide-reaching impact that touches nearly every aspect of the University of South Florida community in support of the university's mission and strategic plan.

On USF's Tampa campus, the OAS team performs a broad scope of services that includes processing and completing over 45,000 work orders annually, providing custodial and maintenance services for 83 buildings totaling 4.5 million square feet, managing over 350 construction and renovation projects each year, providing utilities services for 350 buildings totaling 12.8 million square feet, maintaining 20,500 parking spaces across 93 surface lots and 4 garages, operation and maintenance of a fleet of 26 buses, and performing grounds care of 500 acres of space.

The Planning Department handles campus planning, sustainability, and space management and analysis. The department is responsible for the campus Master Plan, planning graphics, interior design, landscape design, signage and wayfinding, LEED certification and green programs, the Annual Capital Improvement Plan, as well as various special projects.
POSITION SUMMARY:

CAD/GIS Specialist position supports the department's Computer Aided Design (CAD), Computer-Aided Facilities Management (CAFM) applications and Geographic Information Systems (GIS). The primary job functions include space drawing updates, updating and/or creating maps and/or design drawings using CAD and GIS technology. The position performs quality control reviews on project submittals and required deliverables and holds responsibility to ensure all archives, drawings and applications are current and maintained, and relevant space audits and reports are generated on a regular basis. Position is considered Essential Personnel supporting Emergency Management and serves as the main point of contact for CAD/GIS drawings and data including requests for information and project deliverables.
RESPONSIBILITIES:
Create and update building floor plans, project drawings, land surveys, and campus maps in CAD. May perform a wide-variety of mapping and engineering support activities including document production for all AEC disciplines, mapping projects, and infrastructure including underground utilities. Conducts research, reads and/or interpreting maps, blueprints, survey documents, or sketches; proofing or comparing information from different sources to update university records.
Develops CAD data creation and management procedures for quality assurance and quality control (QA/QC). Performs quality assurance and quality control (QA/QC) on department-specific CAD and/or GIS data. Oversees and coordinates delivery of consultant project documents and design files, ensures project files and record documents are received and meet the university's guidelines and standards. Responsibilities include records management, archiving, indexing, and cataloging of all project and non-project Facilities records in accordance with applicable laws, regulations, and policies. Assists other employees within facilities departments with access to, and development of CAD data.
Utilizes CAD and GIS technology to manage CAFM systems to capture, store, analyze, and present data that is linked to database software to meet short and long-term project, department, and university goals. Duties include use of technology to exchange data through software tools such as ArcGIS and AutoCAD into the university's Computerized Maintenance Management System (CMMS).
Assist other employees within the Facilities Management departments with project management duties. Coordinate with staff, other university departments, and outside organizations on construction, mapping, and database projects.
Manage CAD master drawings keeping current and updated digital files including plan room archives. Serves as the primary POC for drawing and data requests. Supports the Emergency Management program in mapping, providing pre, post and during activation, preparation and response assistance. Assist in the Emergency Operations Center as needed supporting incident mapping, coordination and data entry for damage assessment.
Performs other duties as assigned.
POSITION QUALIFICATIONS:
MINIMUM:
Position requires graduation from an accredited four year college or university with major coursework in geography, architecture, engineering, or related field and 3 years experience involving use of CAD and GIS software; or, any equivalent combination of education and experience.
PREFERRED:
8+ years of experience in Engineering, Architecture or related field with 3-5 years of working experience in facilities management or real estate field. Holds certification in CAD/GIS application software or has completed ESRI course work and can demonstrate proficiency with proprietary software. Proficient in AutoCAD and GIS software (FAMIS- CAD/CAFM plugin, etc). Understands standards and guidelines for space reporting, procedures, documentation, project systems organization, and introducing new technology.
SPECIAL SKILLS/TRAINING:
Skilled in Microsoft Office (Word, Excel, Access, and PowerPoint). Architectural and Engineering industry specific training, along with significant experience is required to perform job functions and responsibilities. Technical skills utilizing CAD and GIS are required, Autodesk and ESRI application software certification is preferred. Application specific training is usually provided to the position by the department.
