Job Summary
The position supports users and production of the UPlan system, the campus budget, and planning tool. Software support includes Oracle Hyperion Planning, Essbase, and database tables. Incumbent must have basic understanding of financial planning, income statements, and variance analysis, as well as critical thinking skills to apply testing and validation practices within a financial application and Oracle database tables. This role will occasionally take on ad hoc financial or technical analyses which requires effectively communicating across all levels of the organization.

Department Description
Budget and Resource Management provides financial resource decision support, development, planning, and administration for the UCSF campus. Specifically, the department is responsible for managing the Chancellor's operating and capital budgetary operations and resources, developing and negotiating federal facilities and administration cost rates, reviewing and approving campus recharge rates, developing the campus's long-term financial plan, reviewing and developing budgetary policy, and various decision support and institutional analysis functions as they related to the financial health of the University. The department also serves as the primary contact with the University of California Office of the President (UCOP) regarding budgetary matters and advises the Chancellor and Senior Vice Chancellor on financial strategies.
Required Qualifications
- Bachelor's degree in a related area and / or equivalent experience/training.
- Minimum 3+ years of related experience.
- General knowledge of university functions, including different fund sources and basic financial concepts such as variance analysis and reporting.
- In-depth understanding and skill in process and systems requirement documentation standards, such as Use Case modeling, User Story creations, and narrative description.
- Competency in query functions, language, and data modeling.
- Strong skills and knowledge of methodologies associated with the analysis of processes and problems, information flow and architecture.
- Demonstrated ability to work with others from diverse backgrounds.
- Demonstrated ability to take initiative, self-motivated, and work independently and as part of a team, Able to learn effectively and meet deadlines. Demonstrates problem-solving skills
- Broad knowledge relating to software design. Knowledge of software functional design. Demonstrated functional testing and validation methodologies.
- Thorough knowledge of business processes and procedures.
- Demonstrated testing and test planning skills.
- Strong written communication skills, including ability to produce audience-specific training materials.
- Proven ability to effectively manage a diverse workload and competing priorities
- Excellent interpersonal and verbal communication skills in working with technical and non-technical personnel at various levels in the organization. Ability to listen carefully, think strategically, use discretion and tact when communicating, and respect for diversity
Preferred Qualifications
- Experience working on a higher education campus, specifically in a campus financial office, i.e., accounting, budgeting, etc.
- Knowledge of university and departmental business processes and procedures
- Experience with Oracle Hyperion Planning, including SmartView.
