The oversight and management of the University Research Services & Administration (URSA) and its more than 110 staff is essential to the operational backbone of the university’s research. The office welcomes applicants for a Business Manager III position, a critical staff member serving all 10 units within URSA by providing business management support. In addition, this position will serve in a critical liaison role with Purchasing and Legal Affairs regarding issues around purchasing and contracting that impact the research community.  Candidates must be very knowledgeable about business operations, processes, and policies at Georgia State University. The position allows a hybrid working environment, including both remote and on-site work, as possible.

HERE IS WHAT YOU WILL DO

The Business Manager III in URSA handles all state funded business operations for the VP Research and Economic Development unit at GSU. The unit has an annual state budget of over $12 million and provides business operations support and funding to over 10 units, including the university research centers. The position also manages internal grant budgets, both from state and indirectly from foundation funds. The position requires strong knowledge of accounting, finance, technical systems used at GSU for budgeting (Spectrum) and for issuing PO’s and paying invoices (Panthermart). The position interacts with all levels of management within and outside of the unit.  The position will manage temp employees and the student assistants for the unit. The position will be responsible for managing the office space in URSA, including supplies for all units, phones, computers, getting new hire offices and space set up and moves within the unit. It will also have responsibility for notifying and following up with GSU facilities department when repairs and maintenance are needed for the building. Moreover, this position will serve as the liaison between the central research office and Purchasing and Legal Affairs working with those entities on the documentation and dissemination of, and necessary updates to and communications about policies and procedures related to contracting and purchasing on sponsored awards.

 

Key duties include, but are not limited to

  • Develops financial management tools including annual forecasts for all URSA budgets and performs actual vs projected expense analysis on an ongoing basis.  Reviews, analyzes, and reports on URSA financial data and maintains records according to University and Board of Regents requirements.  Liaises financially and administratively on behalf of the Vice President, Associate VPs, Assistant VPs, Directors, and Managers with office of Budget & Planning.
  • Prepares annual capital and operating budgets for all URSA units, including the Univ. Res. Centers.  Monitors all budgets and provides reports as needed for each unit, distributes IDC recovery funds to Research Centers as received from the Office of Budget and Planning. Manages end of year budgets/account close-outs and budget balancing.
  • Directs the financial and administrative operations of URSA, which include dealing with state funds, sponsored funds, IDC recoveries, continuing education of staff, contracts with vendors, and departmental sales and services departments/accounts.  This includes managing departmental expenditures on all types of funds and ensuring compliance with internal and external policies.  Manages payments to vendors, internal committee members, GRAs, etc., for all URSA units. Oversees travel requisitions and payments for URSA staff.
  • Point of contact for troubleshooting issues with and maintenance and repairs for facilities, copiers, conference rooms, and other equipment for all URSA units.  Oversee FMR requests for URSA. Orders general office supplies for all units as needed. Oversees the general operations of URSA and ensuring compliance with internal policies and procedures, support and resources for all URSA units. Orders and manages set up of staff computers, iPads, iPhones, phones, and manages equipment inventory.
  • Point of contact for all reports and forms from the Office of Budget and Planning.  Distributes, collects, and completes documents required from Budget and Planning, including making sure employees are paid from the correct department and correcting holding account issues.
  • Provides budget development and justification for URSA’s budget which includes creating merit sheets, salary sheets, and reconciliation of budgets.  Provides beginning budgets to unit leaders which includes any updates (merit, COLA).  
  • Serves as the point of contact and manages budget operations within and for the VP Research and Economic Development unit (URSA). Acts as primary liaison between URSA, Purchasing and Legal Affairs to facilitate documentation and dissemination of, necessary updates to and communications to the research community about purchasing and contracting policies and procedures as they relate to and impact research operations.
  • Performs other duties as assigned.
