Posting Summary
Rutgers, The State University of New Jersey, is seeking a Business Manager I for the department of Surgery at the Robert Wood Johnson Medical School.
Under the supervision of the Sr. Director of Administration and Primary Investigators, provides expertise in accounting and reporting of financial data, including preparation of all financial related statements for Department of Surgery. Conducts the review, analysis and assessment of departmental financial statements. Provides high level analyses and interpretation of revenue and expense accounts and overall assessment of organizational fiscal health. Conducts all budget negotiations with both internal and external sponsors for studies performed in the unit and interfaces with appropriate legal personnel to manage contract negotiations for the unit. Oversees the tracking and processing of financial documents and legal contracts for incoming clinical studies. Coordinates resources for successful implementation of clinical trials. Coordinates Institutional Review Board submissions for department research studies. Acts as Clincard liaison for RWJMS study subject payments. Serves on RWJMS standardization committee to provide expertise/recommendations for university wide budget development and negotiation processes.
Among the key duties of this position are the following:
  • Prepares fiscal budget and provides assessment of fiscal health of the Department, as well as making recommendations to balance budget. This includes preparation of cash flow statements, monthly financial statements and financial forecasts for both internal and external audiences.
  • Manages general accounting processes for the Department, including ensuring deposits and payments appear in appropriate accounts, ensuring accuracy of postings on research projects, interfacing with appropriate departments to make necessary corrections on projects, and following up on arrears. Also, acts as liaison with central financial departments.
  • Oversees invoicing for unit, including invoicing of sponsors for services rendered. Oversees the collection of accounts receivable. Oversees vendor payments and issuance of transfer/IPOs for payment of services. Oversees/approves ordering of supplies and services through Purchasing. Oversees setup of Clincard for subject payments for studies run through the department, and approves Clincard transactions when necessary.
  • Works with CTO team to negotiate budgets and payment terms with external sponsors. Prepares distribution of funds estimate based on final budgets, works with department administrators to demonstrate PI revenue from trials.
  • Assists PIs with budget proposals and justifications for grant applications.
  • Coordinates with legal staff on contract language modifications and ensuring financial exhibits in contract are in accordance with agreed upon pricing and structure.

Qualifications


Minimum Education and Experience
  • Bachelor’s degree in Accounting, Business Administration, or related field and at least 4 years of experience in financial analysis.
  • At least two (2)years of experience at the supervisory/managerial level. 
  • Experience working in a large complex organizational structure, preferably within a multi-unionized, academic healthcare environment.
  • Equivalent education, experience and/or training may be substituted for the degree requirement.
Certifications/Licenses
Required Knowledge, Skills, and Abilities
  • Demonstrated understanding of budget preparation in a research environment, financial reporting and budget planning with excellent spreadsheet and database application skills is necessary. 

Preferred Qualifications
  • Knowledge of Rutgers purchasing procedures, payroll, personnel processes, and financial management system is strongly desired

Physical Demands and Work Environment
  • Physical Demands: Physical demands include walking, sitting, standing, and computer work. In addition, since the work occurs in a clinical environment, there is potential for exposure, although very small, to blood, infectious and communicable diseases, and anti-neoplastic drugs and vaccines.
  • Work Environment: Office environment. Moderate noise.
