Tidewater Community College has served South Hampton Roads – both students and employers – for 50 years.  It has grown from 1 campus into a regional educational and economic force.  TCC is the largest provider of higher education and workforce services in Hampton Roads, enrolling nearly 28,000 students in 2019-20. Founded in 1968 as a part of the Virginia Community College System, Tidewater Community College (TCC) services South Hampton Roads with 4 campuses in Chesapeake, Norfolk, Portsmouth, and Virginia Beach, 7 regional centers and 2 important cultural institutions.  The college had 3,203 graduates in 2019-2020, 40 percent of whom pursued degrees that would let them transfer to 4-year institutions. Of South Hampton Roads residents enrolled in higher education 36% enrolled at TCC. TCC’s institutional accreditation is affirmed through 2027 by the Southern Association of Colleges and Schools Commission on Colleges. 
The Business Development Specialist is responsible for the identification and development of contract sales opportunities for Tidewater Community College’s Workforce Solutions professional services. The Business Development Specialist will create contract sales opportunities through research of business trends/needs, relationship development/management with business/industry clients that produce qualified contracting leads for a range of Workforce Solutions services, including education and training. The Business Development Specialist is responsible for creating a profitable portfolio of businesses that systematically achieves specified sales targets within assigned business sectors.

Special Assignments

May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.

KSA's/Required Qualifications
  • Ability to conduct research regarding business trends/needs and to create reports to identify training opportunities
  • Ability to analyze skills gaps and business training needs
  • Ability to write sales proposals (including pricing) that link business training needs with potential solutions from TCC
  • Ability to present proposals to business managers and executives in small and large group settings
  • Ability to negotiate price and deliverables for contract training
  • Ability to manage a portfolio of business clients for continued growth
  • Knowledge of and ability to use a variety of PC-based software including advanced features of word processing, presentation, spreadsheet, database, and communication packages.
  • Ability to present and express ideas and information clearly and concisely in a manner appropriate to the audience, whether oral or written.
  • Demonstrated ability to communicate with internal and external constituencies in a persuasive and professional manner, including articulating the college’s message while establishing cooperative working relationships with a diverse array of individuals contacted in the course of the performance of assigned duties.
  • Demonstrated ability to make high-quality oral and written presentations.
  • Ability to interpret and apply policies and procedures and explain those policies to the public, students, and employees.
  • Demonstrated ability to deal effectively with vendors and agency personnel at all levels, ability to follow instructions and to maintain harmonious and productive working relationships.
  • Demonstrated ability to prioritize a variety of job responsibilities, meet reporting deadlines, and adapt to rapid changes in priorities.
  • Demonstrated ability to analyze facts, alternatives, and problems and produce detailed and accurate work.
  • Experience in designing and delivering training.
  • Experience in forecasting and managing budgets.
  • Experience in direct sales of commercial service or product contracts
  • Valid driver’s license and ability to provide own transportation
