The Advanced Technology Research Office (ATRO) is a global leader in accelerator, detector, superconductor, and related technologies. ATRO is comprised of four organizations, including three science organizations; Accelerator Facilities Division, Instrumentation Division, and Magnet Division as well as the Office of Project Management and Engineering, which is a support organization.  ATRO provides unique science and technology expertise, capabilities, and user facilities for R&D to advance initiatives for Brookhaven, the U.S. Department of Energy, its Office of Science and National Nuclear Security Agency, NASA, industry, and other strategic partners. 

Position Description

The Advanced Technology Research Office has an opening for a Deputy Directorate Chief Operating Officer (DDCOO) to support operations within ATRO. The DDCOO will report to the ATRO Directorate Chief Operating Officer with a focus on supporting the ATRO Divisions in facilitating safe, secure, and efficient operations within each of these organizations.  This position requires a dynamic and engaging personality for the development and implementation of close collaborations with other BNL organizational units. This position will work closely with counterparts in the other BNL science and support organizations to enable ATRO mission delivery.

Essential Duties and Responsibilities:

  • Support the research activities and users within ATRO and ensure that operational requirements, processes, and support resources are in place to meet the management responsibility for conducting work in compliance with Brookhaven National Laboratory requirements.

  • Work closely with the ATRO DCOO to formulate policies and goals for operational efficiency and direct effective operational initiatives. Monitor and analyze key performance data and information to assess, trend and continuously improve operations.

  • Participate in the development and implementation of strategic vision, goals and objectives.

  • Participate as a member of the BNL Operations Council to understand/define institutional-level risks, implementation methods to meet requirements, development of corrective action plans, and coordination of assessments.

  • Establish cooperative relationships with and act as liaison to Laboratory support organizations (HR, ES&H, F&O, PPM, QMO) and other science directorates.

  • As directed by the ATRO DCOO, interface with BNL senior management as well as with DOE-BHSO (Department of Energy Brookhaven Site Office), collaborating institutions, program offices, regulatory agencies, and represent BNL in forums with peers and management of other National Labs.

  • Engage with staff at all levels within ATRO to ensure all safety and operational initiatives are working as planned and delivering the desired outcome.

  • Participate as a member of the ATRO Management team.

  • Assume delegated responsibility for the ATRO DCOO.

Required Knowledge, Skills, and Abilities:

  • Bachelor’s degree in science, engineering, business or operations management.

  • A minimum of 10 years experience working in a professional environment with progressive managerial and leadership responsibilities.

  • Some experience in operational planning, participating in strategic planning process, leading and motivating individual and team performance, and planning and developing finances/budgets.

  • Experience in conflict resolution, facilitation, collaboration and decision-making.

  • Clear and concise oral and written communication skills, including developing and delivering presentations.

  • Demonstrated ability to build teams and manage results in a matrix environment.

  • Demonstrated competency working within a diverse and inclusive work culture.

Preferred Knowledge, Skills, and Abilities:

  • Graduate degree in science, engineering, or business management.

  • Professional certifications in leadership, project management, facility management, or operations management.

  • Experience in operations as a federal contractor in a research institution/organization.

  • Familiarity with BNL policies and procedures relating to work planning and control and environmental, safety and health

  • Experience developing and maintaining collaborative environments that maximize organizational efficiency (i.e. use of collaborative software tools such as SharePoint and similar tools).

  • Experience in an operations role that is subject to DOE Accelerator Safety Order 420.2D

  • Experience managing projects that follow DOE O413.3b

  • Brookhaven Laboratory is committed to providing fair, equitable and competitive compensation. The full salary range for this position is $121700 - $194250 / year. Salary offers will be commensurate with the final candidate’s qualification, education and experience and considered with the internal peer group.
