Campus/College Information:
The University System of Maryland Office (USMO), led by Chancellor Jay A. Perman, is the staff to the Board of Regents. Staff members advocate on behalf of the 12 USM institutions, facilitate collaboration and efficiencies among the institutions, and provide information about the system to the public. With leadership from the USM Board of Regents and Chancellor Perman, the USMO coordinates academic programs, assists with long-range planning and resource management, facilitates private fund raising, and provides financial stewardship.

Position Summary/Purpose of Position:
This position is located in the USMO’s Adelphi office with the option to telework part of the week. Under the general direction of the Senior Vice Chancellor for Academic and Student Affairs, the Associate Vice Chancellor for Education and Engagement (AVCEE) is the system leader in advocating for teacher education at the state and national levels and supports campuses in achieving equity and excellence in educator preparation. Along with their team, they coordinate the USM’s contributions to P-20 reform and support the academic preparation of P-12 students to ensure they are prepared for college success.
Responsibilities:
Leadership & Coordination:
Serves as senior staff to the following groups:
  • USM Council of Deans and Directors of Education.
  • USM Civic Learning and Community Engagement Council (in collaboration with co-chairs, develops agendas, action items, accountability indicators, and strategic initiatives).
  • Vice Presidents of Student Affairs (VPSA) Advisory Council (in areas including student success and belonging, inclusion, civic and community engagement, and voter engagement).
  • Education Policy, Student Life, and Safety Committee (EPSLS).
  • Convenes the Associate of Arts in Teaching (AAT) Oversight Council, the USM Civic Education and Community Engagement Council, and the Student Civic Leaders Council.
  • Staffs the Academic Affairs Advisory Council (AAAC) in areas of teacher education, college and career readiness, and civic education.

Program Development, Implementation, & Management:
  • Oversees federal grants, including staffing, project management, project evaluation, project reporting and budget approval.
  • Provides leadership to campuses in reforming teacher preparation and creating alternative certification pathways.
  • Surveys campuses to better understand and address barriers to teacher pathways programs. Works directly on the development and maintenance of pathway programs from P-12 into higher education.
  • Seeks grants to support P-20 priorities and partnerships addressing teacher quality, quantity, and diversity (Pillar II of the Blueprint for Maryland’s Future), and high school to college alignment and college success (Pillar III of the Blueprint for Maryland’s Future).
  • Manages all aspects of the Langenberg Legacy Fellowship, including awarding the fellowships, and reporting and recognizing the Langenberg Legacy Fellows.
  • Provides oversight of multiple budgets: Teacher Education Account, the Langenberg Legacy Endowment Account, the Maryland Center for Computing Education Account, and various federal and philanthropic grants funding.

Advocacy & Representation:
  • Testifies at State Board of Education and General Assembly on issues related to educator preparation and college readiness. Advocacy & Representation.
  • Presents on USM’s initiatives at national conferences as requested by the SVC ASA. Advocacy & Representation.
  • Serves as Chancellor’s representative to Maryland Longitudinal Data System Center (MLDSC) Governing Board and other state agencies as assigned.
  • Serves as the Chancellor’s liaison to the Maryland State Department of Education and the Maryland Association of Community College Teacher Education Programs (MACCTEP).

Maryland Center for Computing Education (MCCE) Leadership:
  • Supervises and oversees the MCCE, including supervision of MCCE staff.
  • Chairs the MCCE Advisory Council.
  • Reviews mandatory annual reports submitted to the Maryland General Assembly (JCR).

Strategic Planning & Goal Management:
  • Responsible for recommending benchmarks and indicators for USM strategic plan implementation.

Required Education Level/Certifications:
  • Ph.D., Ed.D., or equivalent terminal degree.

Required Experience:
  • 5 years’ experience working in higher education and 3 years of administrative experience. Supervisory experience.

Required Knowledge/Skills/Abilities:
  • Knowledge of research and policy in student learning and teaching, student success research.
  • Excellent written and oral communication skills.
  • Ability to lead and motivate and work harmoniously with peers, subordinates, and colleagues in different agencies, institutions or projects.

  • Experience as a public school (P-12) educator and/or administrator.
  • Experience working in a university system.
  • Understanding of the policy climate for teacher education in Maryland.

  • Develops strategic planning P-20 priorities for system response to gaps in college readiness access and success, teacher shortage, core general education, high school/college alignment of standards.

  • Builds and maintains partnerships with key state and national leaders in teacher education, high school reform, civic education, and higher education reform.
  • Establishes and maintains partnerships between USM institutions, public schools, and community colleges to improve student success and achievement.
