ASSOCIATE DIRECTOR-RESEARCH SECURITY

 

The Office of Research Safety Committee within the Office of Research seeks an Associate Director of Research Security to implement and manage an effective university-wide research security program and related processes, including export compliance. To serve as the primary point of contact for internal and external inquiries regarding research security compliance. To advise members of the UAB community on research security issues and to develop policies and procedures related to all research security following federal, state, and local laws, regulations, and requirements. To develop and deliver a comprehensive training and outreach program for the UAB community to foster a “culture of compliance” with research security.

Key Duties and Primary Responsibilities:

  • Supports the Executive Director with the administration of the Research Security Committee to coordinate and facilitate activities of units that comprise the institution's research security program to include cybersecurity, foreign travel security, insider threat awareness and identification, and export controls
  • Stays abreast of laws, policies, procedures, and guidelines related to research security
  • Serves as the primary point of contact for internal and external inquiries regarding export control compliance, and advises members of the UAB community on export control issues
  • Develops and delivers a comprehensive training and outreach program for the UAB community regarding research security
  • Assists with the development, and coordinates related monitoring and training, of necessary technology control plans
  • Prepares necessary applications for export control licenses when required and coordinates adherence to license terms and conditions. Reviews and/or drafts export control terms and conditions in sponsored program proposals, resulting awards and ancillary agreements
  • Identifies equipment and/or materials on campus that may trigger export control obligations and coordinates processes for the proactive identification of export-controlled items
  • Conducts quality assurance reviews of export control documents, processes, and procedures
  • Investigates reported or suspected export violations and matters of non-compliance
  • Formulates responses, makes recommendations on corrective action plans, and collaborates with legal counsel in the preparation of Voluntary Disclosures if violations are identified
  • Monitors compliance, assesses the adequacy of compliance activities and programs, and periodically revises the compliance program to respond to changes in regulatory or policy environments
  • Evaluates emerging compliance risks, and identifies and implements best practices
  • Networks with external compliance officers to keep apprised of emerging compliance issues and to share best practices
  • Maintains working relationships and participates on committees with key institutional partners as it relates to international activities and operations
  • Reviews and maintains international collaboration documentation related to educational, research, and service activities
  • Collaborates with UAB organizations to conduct risk assessments, identify foreign influence concerns, and implement procedures and processes for international travel, visiting scholars, and student exchanges that promote compliance
  • Assists with operationalizing institutional policies, procedures, training and educational materials, and best practices that meet compliance requirements. Assists with research integrity assessments, inquiries, investigations, and related special investigations
  • Performs other duties as assigned

 

Annual Salary:  $85,600 - $111,280

 

Qualifications

 

Bachelor's degree in Business Administration, Public Administration or a related field and five (5) years of related experience required. Work experience may NOT substitute for education requirement
