Primary Purpose of Position
This is consultative, administrative, and technical work assisting the Director of Planning Design and Construction in managing new construction and/or renovation projects from the development of project scope/budget through construction administration.
Minimum Education/Experience
Required Minimum Qualifications:
Engineer Supervisor: Bachelor’s degree in the engineering discipline related to the area of assignment and three years of related engineering experience; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
Architect Supervisor: Bachelor’s degree related to the area of assignment and three years of related experience; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
Note: This applies only to Facility Management jobs at the contributing level:
Graduation from a technical college with a major in Construction Management Technology, Architectural Technology, Mechanical Engineering Technology, Civil Engineering Technology, Building Construction Technology or other related technical degree and four years of progressive experience in industrial or facilities maintenance and/or construction work including some supervisory experience; or five years of progressive experience in engineering related work including some supervisory experience; or an equivalent combination of education and experience.
University Preferred Qualifications:
Four-year engineering degree in the area of assignment and three years of related engineering experience; or an equivalent combination of training and experience.
Essential Job Duties
Meet with campus customers to understand project needs and develop preliminary project scope and budget. Assist the planning department in preparing documents for submittal to the UNC Board of Trustees, UNC Board of Governors, NC Office of State Construction, and other regulator agencies. Assign projects to project managers, and oversee work to ensure project goals are met. Assist in the negotiation of contracts and contract amendments. Monitor project costs and financial transactions to maintain project budgets. Monitor project schedules and work with consultants and campus customers to maintain project schedules. Prepare reports showing the budget and schedule status of assigned projects. Provide monthly Primavera schedule updates for all projects to enable accurate prediction of cash flow needs. Ensure designers respond to ideas and concerns presented by customers, and that the customers understand the results of program planning decisions. Schedule and participate in project design and construction meetings with customers, architects, engineers, and other consultants and inform all parties of UNC Charlotte and State policies, procedures, and standards. Review project design and construction documents submitted by designers to ensure project goals and university standards and procedures are incorporated. Coordinate reviews of design and construction documents by customers and campus stakeholders. Review the work of project managers to ensure processes and procedures are being followed and proper documentation is being maintained.

  • Oversee programming and planning of projects to ensure university and project goals are achieved.
  • Evaluate designs for sound design principles, best practices, and cost-effectiveness.
  • Evaluate options and make recommendations that advance the goals of the university and the project.
  • Review design and construction documents for adherence to state (SCO) and university requirements and guidelines.
  • Develop work plans, conduct performance evaluations, provide guidance to help project managers develop professionally; initiate disciplinary actions when needed.
  • Perform other duties as assigned and/or delegated to support all operations.
Departmental Preferred Experience, Skills, Training/Education
1. Bachelor’s degree in the engineering discipline.
2. Three years’ engineering experience.
3. Professional Engineers license or Architect license.
4. Knowledge and skill in project management.
5. Knowledge of reviewing project design and construction documents to ensure project goals, standards, and procedures are incorporated.
6. Ability to work independently as well as part of a team.
7. Ability to negotiate project implementation or continuation.
8. Knowledge in scheduling and participating in project design and construction meetings with customers, architects, engineers, and other consultants.
9. Ability to prepare reports that include project budget and schedule status.
10. Ability to coordinate and direct the work of others, and take corrective action as necessary.
11. Ability to effectively communicate the English language (reading, writing, interpretation, and comprehension) required.
12. Effective skills in verbal, written, and interpersonal communication.
13. Computer literate.
14. Knowledge and skill with Google Chrome, Microsoft Word, and Excel, and willingness to learn new programs.
15. Ability to effectively work/interact with persons from different backgrounds and cultures.
16. Ability to foster and create an atmosphere of teamwork.
17. Selected candidate must have the mental and physical capabilities to perform the essential functions of the position with or without reasonable accommodations.
Necessary Licenses or Certifications
Licensed to practice architecture or landscape architecture by the North Carolina Board of Architecture or the North Carolina Board of Landscape Architects.
Valid driver’s license is required. This position may operate assigned vehicles on and/or off campus and must possess, maintain, or obtain a valid driver’s license upon appointment to the position.
