Department Summary

Position Overview
This is a professional administrative position providing support for the effective delivery of Human Resources services and programs to assigned institution(s). As a strategic partner, this position aligns business objectives with employees and management in designated business units. This position reports to the Campus HR Director. An employee in this class may provide supervision over professional, paraprofessional, and clerical staff as assigned.

Minimum Qualifications
Bachelor’s degree in Human Resources, Organizational Development, Business Administration or related field and six years of progressively responsible experience in human resources administration, organizational development, employee relations, or related field, including at least two years of supervisory experience.
Knowledge, Skills and Abilities
  • Knowledge of principles and practices of management including planning, organizing, directing, motivating and decision making.
  • Knowledge of the principles and practices of human resource management, to include a knowledge of federal, state, and local laws and regulations governing personnel activities.
  • Ability to communicate effectively with diverse populations both verbally and in writing.
  • Strong interpersonal skills and the ability to establish and maintain effective working relationships.
  • Strong ability to multitask and prioritize responsibilities in a fast-paced, deadline-driven environment.
  • Strong employee relations, counseling and coaching skills.
  • Strong analytical, organizational and problem-solving skills.
  • Ability to explain policies and procedures to staff and the public, and to maintain confidential and sensitive information.
  • Skill in using office computer information systems to organize, store, manipulate and retrieve data.

Preferred Qualifications
The preferred candidate will possess the following additional qualifications:
  • PHR/SPHR or SHRM-CP/SCP Certification.
  • Experience working with PeopleSoft Human Capital Management System.
  • Proficient in applying conflict resolution skills and mediation techniques.

Job Duties


o
Manages and resolves advanced, highly complex employee relations issues, and provides coaching and guidance to HR team members in the resolution of employee relations matters in their assigned business units; partnering with HR Leadership, Office of General Counsel (OGC), Compliance, and other areas as needed
o
Partners with university departments, divisions, leaders, and employees to provide senior level guidance and consultation on a wide variety of human resource issues in the areas of employee relations, performance management, compensation, benefits and leave, employee engagement, compliance, policy interpretation, and institutional effectiveness measures.
o
Serves as designated compliance liaison and partners with the University’s Compliance office to review and assign workplace investigations, report compliance and investigation activities to the Chief Compliance Officer, and serve as the HR representative on compliance-related committees and initiatives.
o
Performs workplace investigations following best practices and prepares well-written investigative reports including analysis and determination. Provides oversight for team members to ensure investigations are performed efficiently, thoroughly, and objectively, in compliance with UNT policy, and federal, state or local laws, and within specific time requirements, reporting findings to appropriate officials.
o
Assists in advancing the relationships between the Human Resources Department and institutional departments to help facilitate the success of the University’s mission and goals.
o
Leads a team and meets with staff to review performance, departmental goals, and strategic initiatives, and ensures effective ongoing professional development. Assists in selection, hiring, training, and development of Human Resources staff.
o
Provides consultation to management on organizational development and strategic workforce planning; develops and delivers training to meet University or Division needs.
o
Leads or serves on various committees, work groups, and projects.
o
Assists with the development of departmental strategies by identifying and researching human resources issues; contributing information, analysis, and recommendations to our strategic thinking and direction; establishing human resources objectives in line with system and campus objectives.
o
Develops recommendations and implements solutions to address identified issues through new or revised operating procedures and policies, automation of business procedures and processes, organizational changes and other creative initiatives.
o
Assists with overseeing the consistent execution of HR practices, systems, and personnel-related activities by auditing HR practices; analyzing and interpreting reports; creating action plans to resolve instances of non-compliance; developing and delivering HR methodology and process training programs to management; and providing HR advice and consulting for managers.
o
Provides guidance and input on respective business unit restructures, workforce planning, and succession planning.
o
Identifies training needs for respective business units and individual coaching needs.
o
Partners with the Campus HR Director to align HR programs, policies, procedures and systems to meet the goals of the institution, and recommends changes to policies and procedures as appropriate.
o
Maintains an effective level of business acumen, institutional knowledge, and literacy about respective business units including core business, culture, finances and short/long term plans.
o
Maintains in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance. Partners with legal department as needed.
o
Works closely with management and employees to improve work relationships, build morale, increase productivity and retention. Provides coaching to managers and employees.
o
Develops and maintains professional knowledge in the Human Resources field, staying abreast of innovative practices and trends .
o
Observes safety and security precautions appropriate to work performed and work supervised.
