Job Summary

Under the general direction of the Executive Director UCSF Health Design and Construction the Associate Director for Campus Modernization is primarily responsible for effective capital project execution in compliance with all Benioff Children’s Hospital Oakland (BCH-Oakland) standards and policies as well as understanding the alliance with UCSF Real Estate’s standards and policies,  and is accountable to all customer and campus leadership for overall project controls and delivery performance. 

This position will lead a team of project managers and assistant project managers for successful delivery of the $1.5B campus modernization project at BCH-Oakland.  They will be responsible for leading the design effort for the new hospital building, keeping the program on schedule and budget while meeting the needs of the project stake holders.  Responsibility includes oversight of the campus modernization inclusive of site make ready work, relocations, building demolition, construction of the new buildings and parking garage and responsibility for completion of all entitlements and adherence to all agreements with state and local agencies.

The Associate Director will provide direct oversight for team of project delivery staff possessing varying experience, knowledge, and skill levels with emphasis on team and staff development end engagement, daily operations and functions, ensuring that customers remain well informed, project progress and meets all project objectives.  The above is accomplished through effective leadership, exemplary customer service, effective stakeholder engagement, focused supervision, development and management of project delivery staff including, Assistant Project Managers, Project Managers, and Senior Project Managers.  This position is directly responsible for management of the design build team including leadership of the entire project team and stakeholders to deliver the project using integrated project delivery principles, processes, and aligned with the contract. Significant experience in leading complex projects in a large organization with permitting through OSHPD and other local authority having jurisdictions is required.

Staff Leadership and Management Responsibilities:

  • Provide direct supervision to all project delivery staff associated with projects
  • Manage staff resources appropriately to assure that the correct number, experience, and skill set of project delivery staff are available to support the assigned portfolio of work.
  • Train, develop, coach, and promote all staff within your area of responsibility and others as required.
  • Assure all staff are appropriately matched with the number and type of projects that they are qualified to perform.
  • Assure that all work performed by all staff under your supervision are completing their work in compliance with all UCSF and UC policies, laws, standing orders, best practices, and standardized work and to the satisfaction of our customers.
Supporting Responsibilities:
  • Work with the Executive Director - Health Design & Construction to develop project delivery strategies.  
  • Obtain internal project approvals and oversee the flow of project funds throughout implementation.
  • Work with department leadership to develop and track appropriate project and staff performance metrics
  • Integrate with Planning and Campus Architect to effectively study, validate, plan, secure approvals, document, and move UCSF customers associated with capital projects.
  • Collaborate with Designated Campus Building Official and Campus Fire Marshal to develop, deploy, update and enforce campus wide design and permitting best practices.
  • Engage with all stakeholders involved with project delivery to assure full cooperation and seek opportunities to improve processes and assure that all projects consider the full breadth of UCSF/UCOP goals, initiatives, policies, and best practices. 
Project Management & Construction Responsibilities:

Collaborate with UCSF Real Estate leadership and Campus Design & Construction team to manage, develop, deploy, teach, enforce, and update project delivery best practices and standardized work in all areas of Project Delivery including:

  • Project initialization and intake
  • Customer engagement and satisfaction
  • Project Charter and Gate Management
  • Planning (physical, capital and space)
  • Onboarding and integration of new supply chain partners
  • Standardized document controls and technology use for project management information systems (PMIS) including Projecto, Unifier, Bluebeam, BOX, Archibus, BIM and any other information management systems, as well as coordination with other PMIS systems used by UCSF for Health projects
  • Contract compliance and dispute mitigation
  • Design Management including user and stakeholder management.
  • Construction Phase Project Management
  • Permitting and Inspection management
  • Internal UCSF supplier management
  • External vendor and supplier management
  • Purchasing
  • Lean business practices
  • Move planning.
Customer Responsibilities:
  • Overall project performance for UCSF Real Estate capital project customers within the assigned portfolio of work.
  • Develop, maintain, and strengthen relationships with all customers across the campus.
  • Actively engages with UCSF Real Estate Customers across the Campus to forecast future capital program needs and understand current customer challenges to identify opportunities for improvements and increase customer satisfaction.

Department Description

The health division of UCSF RE (Real Estate) is focused on healthcare related facilities. This position as part of UCSF Health, will support the Children’s Hospital & Research Center at Oakland ,UCSF Benioff Children’s Hospital Oakland (BCH Oakland) and be part of the Design & Construction – Oakland department.
The D&C-Oakland department serves to provide the following services, which includes: 

  • Project Controls: provides integrated technological products and services in support of the D&C department mission including: 
    • Project Management Information Systems (PMIS):  Manages the implementation of the existing Project system and continued development of the application which provides the BCH-Oakland
    • Financial Reconciliation with AP and the Peoplesoft database 
    • Financial Forecasting and Cashflow Estimation for both short term and long term(10-year) plans. 
    • Audit Coordination 
    • Document Management:  provides document control, archival and electronic record management, and consulting
    • Contract Management
    • Master Schedule Management
  • Master Planning & Space Planning: responsible for all UCSF Campus and Medical Center Physical Planning, Space and Capital Planning. Provides professional planning services that guide the physical development of the campus and assists in strategic development and improvements of buildings and space to support UCSF's mission of research, teaching, health care, and public service.  The department maintains the Long-Range Development Plan (LRDP) for UCSF campus sites, develops land use plans, site, and new facility evaluation, and conducts environmental analysis to comply with the California Environmental Quality Act (CEQA). Assess campus space needs and requirements, and annually updates the campus Capital Improvement Program.
  • Project Feasibility Development

  • Design & Construction manages the implementation and execution of the BCH-Oakland capital program and provides project management services to those embarking on capital construction and real estate renovation projects. Staff provide comprehensive project management including programming and design, budget development, construction administration, inspection, and move-in assistance.
  • Entitlement/Permitting Oversight 

Design and Construction – Oakland includes approximately 5 UCSF and 15 contract personnel; current annual capital project expenditures of $90M; and oversight and responsibility for a $1B 10-year capital development plan.


Required Qualifications

  • Bachelor's degree in related area and / or equivalent experience / training.
  • A minimum of 15 years of relevant experience or a combination of experience / training.
  • 5 - 7 years of progressive supervisory level project and staff management experience delivering large and complex, multi phased construction projects including Wet and Dry Biomedical Labs and Administrative Space.
  • Broad experience in capital project management and facilities administration with demonstrated ability to manage a large portfolio of diverse projects and a team of personnel.
  • Advanced knowledge of and experience in planning, design, construction, environmental issues, legal issues, federal, state and local laws, regulations and practices governing planning, building design and construction, state, and federal legislative processes.
  • Demonstrated knowledge of applicable federal, state and local laws, building codes and / or regulatory requirements for health facilities.
  • Knowledge of strategic financial planning; knowledge of management information systems; and strong negotiating skills. 
  • Broad familiarity with construction processes, practices, contracting procedures, codes and regulations.
  • Familiarity with project scheduling and computer-based design technologies.
  • Demonstrated planning and analytical skills.
  • Demonstrated ability to manage personnel including selection, training, setting expectations, evaluating, reward and corrective action.
  • Strong interpersonal and communication skills including ability to effectively convey concepts in written and graphic formats.
  • Advanced financial, budgeting and cost management skills, including the ability to manage scarce resources.
  • Advanced organizational skills including skill in consistently and effectively meeting budget and time deadlines.

Preferred Qualifications

  • Master's degree preferred.
  • 3 - 5 years of progressive supervisory level project and staff management experience delivering large and complex, multi phased construction projects including Wet and Dry Biomedical Labs, Retail Space, Administrative.
  • Demonstrated experience and familiarity with the principles of Lean processes, value engineering, and target value design related to capital projects.
  • Advanced knowledge of the organization, including its vision, mission, goals, achievements, infrastructure and short and long range strategic capital projects plans.
  • Thorough knowledge of and experience working at University of California and with UC Office or the President or other Higher Education Academic Institutions.
  • Familiarity with laboratory design, including BSL 1-3, and a demonstrated understanding of laboratory equipment.
  • Familiarity with LEED design principles and practices and other sustainability-related certifications.
  • Familiarity with ADA and other universal design and accessibility aspects of design and construction.
License/Certifications:
  • License to practice in at least one of the following professions: architecture, engineering, urban design, city planning or landscape architecture preferred.
  • Certificate to practice in at least one of the following professions: architecture, engineering, urban design, city planning or landscape architecture preferred.
  • Construction or project management certification from a relevant organization preferred.
  • USGBC LEED BD+C Certification
