Position Focus:

The Associate Director, Quality Assurance/Quality Control (QA/QC) is responsible for developing and implementing policies and procedures to ensure QA/QC for Design and Construction standards. This includes the development of QA and QC procedures, standards, and metrics to ensure QA/QC from project Design Development through final Construction Documents. Develops and manages a field inspection program and multiple field inspectors. Fulfills requirement for continuous quality assurance inspection of all construction/renovation projects in all facilities. In performing QA, validates compliance with appropriate building codes and standards, Yale standards, and approved construction documents. Ensures construction quality, reliability, and legality assurance by conducting detailed construction oversight validating design intent, building quality, soundness of construction, and durability expectations, as well as building maintenance and operational considerations. For QC, responsible for monitoring and confirming the quality of projects, materials, and processes to conform to quality standards and regulatory requirements.

Reporting to and collaborating with The Director of Program Support and Technical Services, develops and implement a QA/QC, Owner Safety Program, and Technical Peer Review programs. Responsible for employing QA/QC and safety inspectors, providing mentoring and performance reviews. Provides development and deployment of QA/QC and Safety support teams across the portfolio and various phases of the projects. Creates the structure for a QA/QC & Safety program to be added to Requests For Proposal (RFPs), Yale Standards, and design document specifications. Implements a Quality Management System (QMS) for managing and tracking quality control activities, including document control, change management, and audit management. Analyzes the results of the RPFs and participates in the selection of design and construction professionals. Reviews Contract Documents and supports the development of the project budgets.

Facilitates Field Reviews with the appropriate Regulatory Agencies and Design Team. Acts as Safety liaison, on behalf of Yale University’s capital projects, in accordance with Yale’s Safety protocol as required. Conducts risk assessments and implements preventive measures. Accountable for all Testing and Inspection project documentation, performance of the Testing and Inspection Team, and project budgets, on and off-site.

Coordinates building activation with various Facility Service and Operations stakeholders. Ensures proper handling and storage of construction materials. Leads the RFQ process for Material Testing Laboratories and Special Inspectors. Standardizes the testing protocols, metrics, and reporting across all inspection firms. Participates in the selection of external and internal Project QA/QC Inspectors, Special Inspection Inspectors, and Project Support Personnel. Directs and manages the Testing and Inspection Team in the day-to-day activities and provides performance input.

Reviews Testing and Inspection and Observation requirements and participates in the development of the Testing and Inspection Plan to forecast staffing requirements. Collaboratively develops an Independent Technical Review program to be deployed across the portfolio. Includes pre-qualifying firms that project teams can select. Implements a Design Quality Control Program to be added to Yale standards and Division 1 specifications.


Essential Duties

1. Directs, monitors, and assesses needs and directs the application of resources of an administrative University office dealing with one or more major functional areas. 2. Directs and implements solutions to problems that are routine to complex in nature and that affect multiple functional areas of responsibility. 3. Plans and/or participates in planning University activities on a long-term basis to comply with University goals and objectives. 4. Establishes and implements consistent university-wide policies in multiple functional areas of responsibility. 5. Ensures that University office policies and procedures are in compliance with federal, state, and local laws and ordinances. 6. Develops and monitors goals and objectives for managerial and professional staff in compliance with University strategies. 7. Directs a staff of exempt and non-exempt employees. 8. May perform other duties as assigned.


Required Education and Experience

Bachelor’s Degree in related field and nine years of experience or an equivalent combination of education and related experience.


Required Skill/Ability 1:

Demonstrated thorough knowledge of design and construction: trades, practices, and techniques.


Required Skill/Ability 2:

Expert knowledge and broad application of construction/inspection principles, theories, and concepts.


Required Skill/Ability 3:

Expert knowledge of Occupational Safety and Health Administration (OSHA) Construction Safety guidelines and training.


Required Skill/Ability 4:

Excellent communication skills.


Required Skill/Ability 5:

Experience working in a higher education or academic institution.


Preferred Education, Experience and Skills:

MBA, MS Construction Management, Engineering or Architecture license, or related, and min. 10 yrs. construction experience in higher education, research, laboratory, or healthcare.10+ yrs. of QA/QC experience in architectural, engineering, or construction field; current OSHA 30 certification; USACE Construction Quality Management for Contractors, (CQM); and experience managing multiple reports.
