Position Summary:
 
The UCI Health Compliance Program is responsible for the implementation of an effective compliance program consistent with the U.S. Federal Sentencing Guidelines and guidance of the HHS Office of the Inspector General. The Program is responsible for promoting a comprehensive approach to compliance with healthcare laws, regulations, and policies across the UCI healthcare enterprise, including a leading academic medical center, outpatient clinics, professional services, and clinical schools. The Program develops, implements, and enforces University policy related to UCI clinical operations and supports methods of preventing and detecting inappropriate, improper, and fraudulent conduct in furnishing health care services.
 
The Assistant Manager of Compliance Investigations at UCI Health's Compliance & Privacy Office is responsible for implementing the Compliance Office's Investigations program. Their duties include conducting thorough, professional, and timely investigations of allegations of suspected violations of local, state, or federal law and/or University policy. This involves investigating several topics, including but not limited to privacy incidents, misuse of resources, potential fraud, waste, abuse, conflicts of interest, and potential violations of Stark Law and/or the Anti-Kickback Statute. In carrying out these responsibilities, the Assistant Manager will be required to identify compliance issues, scope the investigation, conduct fact-finding, keep records, and write reports in accordance with University policy and best practice investigative standards. They will interview various staff and faculty employees and collaborate with other campus units, including Campus Compliance, the Office of Equal Opportunity and Diversity, the Whistleblower Office, the Human Resources personnel, University legal counselors, Internal Auditors, and University Police. This position is accountable for maintaining the Compliance Office's Investigations Program and ensuring adequate mechanisms are in place to detect and mitigate problems that impact UCI Health and the School of Medicine. They will prepare reports for the Compliance Privacy Officer, Deputy Compliance & Privacy Officer, and Chief Compliance & Privacy Officer regarding the status or results of complex investigations to present to appropriate offices within the institution.

The expected pay range for this recruitment is $111,200.00 - $215,000.00 (Annual Salary). The Full Salary Range for the salary grade this position is assigned to is $111,200.00 - $215,000.00 (Annual Salary).
 
Required:
 
  • A minimum of 5 years of experience planning and conducting workplace and/or compliance investigations; demonstrated investigative and interviewing skills, with experience in researching and interpreting data. 
  • Maintains an excellent working knowledge of the laws, rules, and regulations that govern healthcare including HIPAA, HITECH, OCR Advisories, CMIA, Stark, and the Anti-Kickback Statue. 
  • Excellent English writing and oral communication skills to communicate effectively with staff and academic employees at all campus organizational levels, including writing comprehensive and legally defensible investigative reports concerning improper governmental activities. 
  • Skill in communicating with tact, diplomacy, discretion, and professionalism with witnesses, whistle-blowers, and respondents. 
  • Strong emotional intelligence and conflict management skills. 
  • Demonstrated ability to synthesize information and interpret legal and policy requirements across complex policy and compliance issues that may arise within the University. 
  • Knowledge of state and federal laws related to investigations, evidence, confidentiality, and whistle-blower reporting and retaliation matters. 
  • Ability to work cooperatively and professionally with senior management and staff in a complex and diverse environment and with confidential and sensitive matters. 
  • Demonstrated skill in conveying facts, analyses, conclusions, and recommendations, orally and in writing, with appropriate attention to detail but in a clear and concise manner. 
  • Ability to maintain and convey neutrality, independence, and objectivity in all investigations. 
  • Ability to maintain the confidentiality of sensitive work-related information.
  • Ability to handle multiple assignments and meet deadlines by effectively planning, organizing, and prioritizing among multiple concurrent investigative assignments.  
  • Strong attention to all work detail and record keeping. 
  • Strong computer and internet skills, including proficiency in Microsoft applications, emphasizing Word, Excel, Access, and PowerPoint. 
  • Willing to travel to perform investigations and to attend University-sponsored training and conferences. 
  • Ability to triage investigations
  • Bachelor’s Degree
  • Advanced knowledge of the methods, tools, and practices involved with regulatory compliance. Strong knowledge and understanding of compliance and regulatory standards across the healthcare industry or in-depth knowledge within a specialty area. 
  • Advanced organizational and project management skills, with the ability to lead a team, prioritize tasks, and see projects through from inception to completion on schedule. 
  • Advanced interpersonal skills for collaborating effectively with managers and staff at all levels and across the organization, and with representatives of external regulatory agencies. 
  • Skills in coaching and mentoring staff. Advanced skills in written and verbal communications, with the ability to convey highly-complex technical information, education, and instructions in a clear and concise manner, and to produce high-quality reports, documentation, presentations, and educational materials. 
  • In-depth ability to collaborate effectively with senior staff and management across departments, providing advice and counsel on complex regulatory issues of functionality, efficiency, and program development.
     

Preferred:
 
Juris Doctor, Master’s degree in Business, Healthcare Administration, Public Health
Certifications in one or more of the following is preferred: 
  • Certified in Healthcare Compliance (CHC) 
  • Certified Compliance & Ethics Professional (CCEP) 
  • Certified Professional in Healthcare Risk Management (CPHRM) 
  • Certified Fraud Examiner (CFE) 
  • Certified Healthcare Internal Audit Professional (CHIAP)
