Context of the Job:

The Office of Equal Opportunity and Access (OEOA), which also serves as the University of Delaware’s Title IX Office, oversees the University response to reports of discrimination and harassment as outlined within University Policy. OEOA ensures the University of Delaware’s compliance with Civil Rights Act: Titles VI and VII, plus Higher Education Amendments, Title IX Compliance and any related laws to prohibit discrimination, in all its forms, in either the University’s academic and workplace environments. OEOA is a neutral office at the University, ensuring  fair, timely, and complete procedures are adhered to in accordance with University Policy.

The Assistant Director, Office of Equal Opportunity and Access (OEOA) and Deputy Title IX Coordinator reports to the Director (OEOA) and Title IX Coordinator. At the direction of the Director/Title IX Coordinator, this position assists with the day-to-day operational responsibilities associated with complaints of unlawful discrimination, including sexual misconduct, and harassment. OEOA oversees the reporting process, the informal and formal administrative resolution processes, and manages the compliant metrics for externally communicating data, as required.  The Assistant Director will assist with administering the web-based application case management system, Maxient, utilized by the University to maintain the OEOA case files. The Assistant Director will be engaged in the OEOA efforts to inform the University community of their responsibility to report, as outlined in the Policy, and work with campus partners to improve the University’s sexual misconduct prevention education efforts.

The Assistant Director will act in the absence of the Director.   

Major Responsibilities:

  • Assists with the day-to-day responsibilities associated with OEOA oversight, significantly focused on response and intake, as needed, to incoming reports of alleged conduct that may violate University policy.
  • Leads in the development, evaluation, facilitation and implementation of a comprehensive University Title IX and nondiscrimination training programs for students, faculty, and staff to include, but not limited to on-line training, in-service training and train-the-trainer programming.
  • Assist with administrative resolution processes, as assigned by the Director, involving matters that fall under the university’s nondiscrimination policy.
  • Coordinates with appropriate university staff to implement any interim measures that may be necessary for students, faculty and staff involved in these cases.
  • Handles private and confidential information with the utmost discretion and sensitivity, including information from individuals who may have experienced trauma.
  • Participates with all OEOA staff in the maintenance of a case management database to organize, manage, and track all non-discrimination complaints. Ensures a well-documented reporting and resolution processes, in line with University’s expectations for document retention and privacy.
  • Provides periodic, timely updates regarding the status of complaints received and investigations in progress to the Director/ University Title IX Coordinator.
  • Collaborates with the Director/ University Title IX Coordinator, OEOA staff and key campus partners to identify and address any systemic problems. Works with other University stakeholders to ensure University policies are communicated to all constituencies. Works collaboratively with others in OEOA and other campus officials to ensure a positive and welcoming environment at the University and within the OEOA office.
  • Collaborates with on and off campus resources including law enforcement and victim services in resolving complaints and works with the Director/ University Title IX Coordinator, OEOA staff, as well as others on-campus as well as external stakeholdersto ensure that the University’s processes, responses, and policies are consistent with federal and state laws and regulations related to compliance with nondiscrimination laws.
  • Assists OEOA with preparation of annual reports required by the University and federal and state laws.
  • Continuously identifies and integrates best practices regarding Title IX/nondiscrimination policies, processes and procedures into knowledge base and practice. Stays abreast of current movements in the field of student conduct investigations by participating in conferences, workshops, etc.
  • Leads in establishing a presence for OEOA at the University’s locations in Wilmington, Dover, Georgetown and Lewes. Develop relationships with officials at those campuses to ensure institutional compliance with nondiscrimination laws.
  • Serves on campus committees as designated/assigned.
  • Performs job-related duties as assigned by the Director/Title IX Coordinator and the Vice President of Equity/Chief Diversity Office.

Qualifications: 

  • Bachelor’s degree and five years’ related experience. Masters, Ed.D, or other related graduate degree preferred.
  • Knowledge of federal nondiscrimination laws and regulations.
  • Experience investigating allegations of discrimination.
  • Knowledge of best practices as they relate to institutions of higher education compliance with nondiscrimination laws.
  • Ability to manage multiple, on-going and complex caseload of nondiscrimination related incidents and complaints.
  • Ability to create, support, and delivery the training and learning process with respect to non-discrimination compliance.
  • Experience working in higher education strongly preferred.
  • Strong presentation and facilitation skills with an emphasis on education and training for a variety of constituencies.
  • Ability to use independent judgment and to manage and impart information to a range of clientele and/or media sources.
  • Exercise a high level of discretion and judgment.
  • Ability to create, compose, and edit written materials.
  • Experience creating and maintaining a database.
  • Experience analyzing data preferred.
  • Ability to make administrative and procedural decisions and judgments on sensitive, confidential issues.
  • Effective interpersonal relations and communication skills.
  • Excellent written and verbal communicate skills in order to work effectively within a diverse community.
  • Ability to build relationships and establish collaborative partnerships across the institution.

  • Microsoft Office Suite and internet experience required.
  • Maxient experience preferred.

 Special requirements:

  • This is an in-person role. Some evenings and weekends may be required.
