Business Services represents a key component of the Division of Business Affairs, managing auxiliary enterprises and services to meet the needs of UNC Charlotte’s increasing student population and the greater campus community. Within Business Services the Parking and Transportation Services (PaTS) Department is responsible for all aspects of campus parking and transportation for the main, Dubois Center at Center City, and Charlotte Research campuses.
Primary Purpose of Position
The Assistant Director for Parking is responsible for direct management & supervision of all parking-related areas of the department including: Communication Center, Appeals, Enforcement, Special Events, Parking Maintenance and Project Management. Assumes the duties of the Director of PaTS in the absence of the Assistant Director and the Director of Transportation.
Summary of Position Responsibilities
  • Is responsible for parking operations and facility design and maintenance in a multimodal mobility environment serving a diverse population.
  • Provides primary administrative leadership for the Parking division of Parking & Transportation Services.
  • Manages a staff of 15 employees with responsibility for all related human resource functions.
  • Develops processes, procedures, and systems that contribute to successful business operations; process improvement management to insure the quality and quantity of the service delivery and supporting business functions..
  • Works with the Director to develop comprehensive, cohesive, and complex 5 and 10 yr. strategic plans and programs to respond to the diversity of parking needs within the campus community.
  • Provides leadership in planning, construction, and maintenance of parking infrastructure and facilities to meet anticipated growth and technology advances.
  • In conjunction with the Director, prepares RFPs and negotiates contracts; administers and manages lease and service agreements with outside vendors for parking and transportation services.
  • Establishes policies and programs that ensure efficient use of parking resources, minimal congestion, and a variety of consumer options.
  • Communicates with students, parents, employees, and members of the community, and serves as the 3rd appeal officer for all citation appeals.
  • Has a strong understanding of current and cutting-edge parking industry technologies.
  • Oversees special event parking operations.
Minimum Education/Experience
  • Bachelor’s degree in Business Administration, Urban or Transportation Planning, Public Administration or related field preferred; and one to two years of supervisory experience and five plus years of relevant experience.
Preferred Education, Knowledge, Skills and Experience
  • Proven track record of accomplishments in managerial positions in parking and/or transportation.
  • Financial and budget planning experience.
  • Ability to effectively lead a large staff both directly and through other managers; knowledge of human resources practices, and commitment to diversity.
  • Knowledge of applicable laws, regulations, and codes and willingness to embrace and implement industry best practices.
  • Strong analytical, problem-solving, and verbal/written communication skills.
  • Commitment to customer service and satisfaction.
  • Ten (10) years of progressive Parking & Transportation management experience with five (5) in a University setting
  • Experience with parking management software and creation of ad hoc reports
  • Experience with operating systems driven by license plate recognition, virtual parking permits and electronic citations.
  • Strong knowledge of parking industry technologies and best practices
  • Project Management certification and/or experience with design and construction of parking structures and lots
  • Process Improvement certification or experience
  • Experience with sustainability initiatives with relation to Parking & Transportation Services
