Summary:
The primary purpose of this position is to assist and initiate investigations on issues in child welfare for the DCFS Office of the Inspector General. This will include investigations on Child Welfare Employee Licenses (CWEL) and representing the Department in Administrative Hearings regarding CWEL. Assist and complete investigations that have implications for ongoing and future error reduction trainings. As a member of the University and DCFS Office of the Inspector General, this position provides professional legal assistance to the OIG Chief Legal Counsel and designated CWEL staff attorney by investigating and prosecuting complaints regarding Child Welfare Employee Licenses; provides professional assistance by reviewing investigations referrals to and from the OIG; serves as Department legal representative in administrative CWEL proceedings; and prepares and handles cases for prosecution. Assists and initiates investigations on all issues in child welfare. Assists in the training of attorneys working in DCFS, the public sector, and private agencies concerning issues in child welfare.

The position can be located at either the Springfield location or the Chicago location of The Office of the Inspector General.

Duties & Responsibilities:

  • Assist with and initiate key and complex investigations on issues related to child welfare. 
  • Apply legal methods and procedures with references to the legal implications involved; conduct investigations in a manner that will preserve evidence for possible criminal prosecution; analyze evidence discovered under applicable federal and state statutes and rules to determine whether criminal prosecution, disciplinary or licensure action is warranted.
  • Perform technical and legal work of a general nature for the Office of the Inspector General. 
  • Assist in the development and delivery of Error Reduction Training as it pertains to investigations completed.
  • Collaborate in writing investigative and annual reports.
  • Work with DCFS to review and, when necessary, revise policies and procedures. 
  • Coordinate with related external entities as required. 
  • Perform other related duties and participate in special projects as assigned.
  • Minimum Qualifications:
    A minimum of a Juris Doctor and a license to practice law in Illinois.

    Preferred Qualifications:
    Two years' experience in Child Welfare preferred.

    Excellent verbal, writing, and problem-solving skills

  • Travel Requirements:
    20% General office environment housed at Office of Inspector General, Chicago, IL. Regular travel not expected but may occur occasionally around previously scheduled events.
