Position Summary
This is a highly visible executive/leadership role responsible for coordinating and facilitating faculty affairs and human resource activities for the College of Medicine in collaboration with two University central offices, CMU Human Resources and Faculty Personnel Services (HR/FPS). The Assistant Dean provides leadership and guidance in the college of medicine regarding faculty and staff human resource matters and faculty affairs to ensure adherence with evolving accrediting and licensing bodies, federal and state law where appropriate, and CMU policies and practices. The position is responsible for interpreting rules and regulations, often applying judgment without the benefit of specific policy or precedent. These services relate to a broad spectrum of employees including tenured, tenure track and non-tenure track faculty, volunteer faculty, external partner faculty, professional and administrative staff, classifications of employees represented by a union, student employees, graduate assistants, and post-doctoral scholars. The Assistant Dean works closely with the Dean and other to execute faculty & other personnel matters related to master affiliation agreements, memos of understanding, and other legal agreements. The Assistant Dean will exercise direct supervision of a staff of professional/administrative and office support personnel in the CMU CMED Faculty and Staff Affairs Office. This position requires a very dynamic and versatile faculty and staff services professional who enjoys both having a hands-on role in providing day-to-day service delivery and also will function as an effective strategist and advocate to assure that the CMED employs best practices in the faculty and personnel services at all levels of the organization. In addition to the above, the Assistant Dean provides oversight and implementation of policy, process, and procedures associated with the academic appointment, reappointment, promotion, and tenure of medical faculty and associated professional staff members, community educators, CMU Medical Education Partners faculty, and other external partners faculty appointments. This position provides oversight of the faculty affairs academic appointment, reappointment, promotion, and tenure operational processes.
Required Qualifications
Bachelor’s degree in human resources, business, management or other field directly relevant to the duties and responsibilities of the position.
Eight years or greater of professional-level faculty or staff services experience and demonstrated ability to deliver a broad array of employment type services in a complex organization such as a College of Medicine, University or health care system.
Candidates with an advanced degree may substitute the degree for two years of the required professional experience.
Prior supervisory and management-level experience.
The successful candidate must demonstrate the ability to establish and maintain effective working relationships at all levels of a large, complex organization and to be a strong advocate and leader in process improvement as related to faculty and staff service delivery.

Preferred Qualifications
A relevant master’s degree or in lieu of a masters, a relevant and recognized human resources professional certification (e.g., SPHR, PHR, SHRM- CP,SHRM- SCP) is preferred.
Experience in a higher education, governmental, or other non-profit setting is strongly preferred; experience in a health affairs setting is also considered highly valuable, although candidates with alternative experience and credentials will be considered.
Duties & Responsibilities
Provides direct supervision and management of the College of Medicine Faculty and Staff Affairs (CMED F&SA) office. This includes coaching, mentoring, and managing the performance of subordinate staff members, assuring that the proper levels of staffing and the workflow assignments within the staff are appropriate, and assuring that the office’s processes and procedures are effective, compliant, and responsive to clients’ service.
Works with the Senior Associate Dean of Academic Affairs to ensure strategies are developed and implemented to advance and maintain LCME accreditation.
Provides direction and leadership in continuous improvement of business, HR, and faculty affairs procedures and processes and develops opportunities to maximize the use of technology to enhance the effectiveness of the office and its service to faculty & staff.
Serves as a subject matter expert and consultant to managers and executive leadership in the college of medicine. This includes providing specific consultation on complex faculty affairs and staff issues and working with HR/FPS to assure: salary equity across the CMED, optimization of long-term staffing plans for CMU CMED, interpreting and applying University human resources policies and practices including development of human resources-related policies for college of medicine (in collaboration/with approval of CMU HR and CMU FPS, as applicable), participating in strategic faculty and staff services planning, lending expertise to special initiatives and projects, and otherwise promoting best practices in faculty and staff services throughout the CMU CMED. The position is responsible for interpreting and applying rules and regulations, in collaboration with HR/FPS as pertains to CMU CMED human resources matters.
Serves as a subject matter expert and consultant regarding faculty affairs matters including, appointment, reappointment, promotion, and tenure of medical faculty, community educators, and external partner faculty for both clinical and non-clinical faculty. Serve as a primary resource to departmental faculty and administrators regarding policies and procedures relating to faculty appointment, e.g. recruitment, reappointments, promotions, extensions.
Oversees and improves the internal CMU CMED and volunteer faculty processing of faculty appointments across all campuses (initial, reappointment, promotion, tenure processes, and mentoring programs for faculty) including assuring that appropriate support is provided to chair disciplines and faculty advancement and review committees, implementing procedures to assure that appointment communication and dossiers are completed timely for CMU CMED, volunteer, and external partner faculty are coordinated with the appropriate departments and with the Provost’s office and FPS for CMU.
Oversees and improves the CMU CMED, volunteer faculty, and CMU Partners onboarding acclimation process for new faculty and staff across all campuses and lead the development and implementation of a CMED orientation program for new hires.
In consultation with HR/FPS, develop and maintain CMU CMED or volunteer faculty-specific policies and procedures including the CMU CMED.
Provides consultation and best practice recommendations to the advancement committee, the dean, and others regarding matters related to appointment, reappointment, promotion, tenure, post tenure review, and faculty evaluations.
Updates the Faculty Employment Handbook and Faculty appointment, reappointment, promotion, and tenure handbook to include new and revised processes and procedures for faculty appointment, reappointment, promotion and advancement, and tenure within CMU CMED, which includes physicians employed by CMU Partners and other volunteer faculty.
Maintains a database and personnel files of all faculty appointed at CMU CMED, volunteer faculty, external partners, and CMU Medical Education Partners including community educators.
Provides oversight of the new hire drug screening policy to ensure policy is carried out appropriately. Exercise discretion pertaining to confidential matters, particularly those regarding appointment, drug screens, faculty & staff employee relations issues, and/or credentials review processes.
In conjunction with FPS, provides recommendations to ensure the faculty appointment process is developed, maintained, and continues to employ best practices for appointment, reappointment, promotion, and tenure.
Serves a key role in addressing employee relations issues and concerns within the CMED: For CMED CMU, this involves partnering with the University’s Human Resources, Faculty Personnel Services and/or General Counsel or other applicable University functions (e.g. Office of Civil Rights and Institutional Equity) to ensure all employee relations issues and concerns are immediately known to the University and are handled/resolved consistent with University policy/practice and collective bargaining agreements.
Partners with CMU CMED, and FPS to ensure appropriate background checks and credentialing has occurred for all new faculty hires.
Provides oversight of HIPAA workforce training and compliance while working with the CMU HIPAA Privacy Officer to ensure HIPAA policies and procedures are implemented throughout CMED and other workforce units as requested.
As a member of the CMU CMED Dean’s Cabinet, the position incumbent will be called on to participate in a variety of special projects, to serve on various committees and working groups, and to otherwise represent the CMU CMED in matters affecting its faculty and staff services operations.
Administers and monitors the Medical Faculty Salary Program.
Develops and maintains the faculty & staff affair budget. Works with FPS to develop faculty budgets for the college of medicine and other departments under the Dean’s purview.
