Assistant Contract Manager


Required Qualifications (as evidenced by an attached resume):
Bachelor's degree (foreign equivalent or higher). Three (3) years of full-time contract administration experience which includes specification review, writing, analysis, scope, and recommendation of contract terms. Computer proficiency to include Microsoft Excel and Word.
Preferred Qualifications:
Advanced degree (foreign equivalent or higher). Experience with SUNY or NYS Procurement guidelines, rules, dollar thresholds, etc. Budget experience. Experience with NYS State MWBE requirements and objectives. Prior experience writing Facilities contracts.
Brief Description of Duties:
Under the direction of the Senior Contract Manager, the candidate will develop and modify contracts for the renovation, repair, maintenance, and modification of university facilities. Work with departments to ensure that all resources required to support projects are procured on time (e.g. materials, equipment, personnel and funding). Knowledge of processes for monitoring vendor time, materials and dollars spent. Strong analytical skills.

  • Contract Administration:
    • Provide fiscal management for all contracts in the Associate Vice President for Facilities and Services area. Emphasis will be placed on ensuring that the Department is getting what has been specified in the contract following contract requirements, rates, and pricing.
    • Assist managers and set processes to monitor and check contract costs on all contracts. The process ensures the number of hours worked on specific projects/repairs is properly captured and within industry standards. This information is then used for verification and approval of invoices and auditing purposes.
    • Provide contract budgetary projections to the Senior Contracts Manager and Director of Business Management.
  • Contract specifications/Statement of Work:
    • Develop, write, modify, and submit contract specifications for review before contract expiration. Develop and write new contracts for services needed. Submit contract specifications to the Procurement Office. Provide a monthly status report for each contract stage. Follow up and ensure there are no lapses or gaps in services.
    • Research and provide competitive quotes and justification for goods and services depending on dollar value and account source. 
  • Contract Management Assistance:
    • Develop regular contract review sessions with the manager overseeing the contract.
    • Upon award, provide each manager with a full copy of all contract documents detailing contract requirements, scope of work, rates, and pricing page. Generate a contract comparison analysis sheet for new and renewed contract awards. Conduct a contract review with Managers upon contract approval.
  • Contract Performance Review:
    • Review existing contracts with department managers to determine if vendors are performing as expected following contract requirements.      
  • Manage the Department MWBE (Minority and Women Owned Business Enterprise) activity and (SDVOB) Service-Disabled Veteran -Owned Business Opportunities activity:
    • Work with Procurement MWBE officers to implement departmental procedures and processes to meet goals and initiatives pertaining to usage requirements.
  • Other duties or projects as assigned as appropriate to rank and departmental mission.

Special Notes:
This is a full-time appointment. FLSA Exempt position, not eligible for the overtime provisions of the FLSA. Minimum salary threshold must be met to maintain FLSA exemption.
In addition to the employee's base salary, this position is eligible for $3,087 UUP annual location pay, paid biweekly.
