JOB DETAILS:

The Architecture and Engineering Director leads the Facilities Management Planning and Engineering team, including all long-range and short-term comprehensive facilities planning efforts and projects for the campus. Provides professional expertise in planning the construction, modification, renovation, and design of university facilities and infrastructure. This entails projecting the need for, analyzing, and preparing proposals regarding alternative facilities development options from a capital budgeting, environmental, energy conservation, space management and usage perspective. Responsibilities include project development and design oversight, capital budget development, physical development master plans, project management, space management, ADA compliance, and other related functions. This position serves as a liaison to the UW-System Capital Planning & Budget Office, the WI Department of Administration-Division of Facilities Development (DFD), architect/engineer design firms, and both internal and external campus constituents. This position reports to the Senior Facilities Officer of Facilities Management. This position will supervise three positions: Construction Project Manager (Project Manager III), Engineering Specialist, and Facilities Planner.

MINIMUM QUALIFICATIONS

1. Bachelor's degree in facilities planning, facilities management, architecture, engineering, construction management, interior design, or a related field.
2. Five years of progressive experience in facilities planning, facilities management, architecture, engineering, construction management, or a related field.
3. Knowledge of facility planning and basic design principles for educational, institutional, commercial, or similar facilities.
4. Effective interpersonal skills; oral and written communication skills.

PREFERRED QUALIFICATIONS


1. Large facility/campus planning experience, including long-range planning for physical facilities.
2. Capital budget development and forecasting experience for facilities projects.
3. Facilities project management experience.
4. Meeting leadership and group facilitation skills.
5. Facilities space management experience.
6. Two or more years of supervisory experience.
7. Ability to gather, analyze, and interpret information and then develop solutions to solve problems.
8. Reading and comprehension of building construction plans and technical specifications.
9. Knowledge of codes, regulations, and be able to work effectively with compliance agencies, inspectors, architectural/engineering firms and staff.
10. Basic understanding of central utility infrastructure.
11. Ability to self-direct work without frequent supervision.
12. Basic experience with AutoCAD/Revit or similar software.

RESPONSIBILITIES

Facilities Project Development, Design Oversight, and Management


1. Lead the development of conceptual scope and cost estimates for projects that support our campus mission, strategic plan, and physical facilities master plan.
2. Perform project programming and space tabulations.
3. Anticipate projects required to maintain campus buildings, utility infrastructure, and code compliance at a high level of functional performance and efficiency.
4. Write requests for projects and architect/engineer services in coordination with UW-System Administration and the WI DOA Division of Facilities Development.
5. Coordinate review and approval of projects by the UW Board of Regents and the WI State Building Commission.
6. Provide leadership as the campus project manager from initial concept development through completion of the design phase and coordinate project transition to the campus project manager for the construction phase.
7. Collaborate with campus user groups and departments to ensure facilities projects meet their needs.
8. Lead project committees and teams. Plan and facilitate project meetings.
9. Establish departmental goals, objectives, priorities, and outcomes.
10. Administer human resources including hiring, orientation, training, performance reviews, and employee management.

Capital Budget Development


1. Develop biennial capital budget, including writing agency request documents, preparing six-year plans, creating development plans, and writing major project requests.
2. Budget preparation includes Major, Minor, All Agency, and Instructional Space Improvement Program Projects. Total project budgets typically range from $300,000 to multi-million-dollar major projects.

Space Management


1. Provide overall management of space in campus facilities by developing a long-range space management plan.
2. Maintain and update campus space utilization policies and procedures.
3. Perform space utilization and space needs assessments.
4. Develop and manage a space request and review process.
5. For each space request, review all available space options on campus and develop space use concept diagrams to summarize available options.
6. Maintain the CDR space database and submit annually as requested by UW-System.
7. Work with the Project Engineer to keep campus base AutoCAD floorplans current.

Physical Development Long-Range Planning


1. Long-range planning responsibilities include writing requests for long-range planning services, selecting consultants, coordinating all meetings on campus involving consultants, and advising senior administration on major planning topics.
2. Planning includes building condition assessments, land use, land acquisition, transportation, parking, future building locations, utilities, and services.
3. Lead the preparation of long-range physical development plans, including special area/facility plans. Collect and analyze data for each project.
4. Establish and maintain university standards for planning university facilities development. Develop and implement planning documents that serve as guides and manuals for the planning, design, and construction of campus facilities.
5. Ensure all campus development is consistent with the approved long-range plan documents.

Campus Real Estate, Environmental Affairs, and Historic Preservation


1. Coordinate all leases, temporary and permanent easements, property appraisals, land acquisition, and right-of-way adjustments with UW-System Administration, Dept of Administration, and the campus.
2. Coordinate between the City of Menomonie and UW-System for assessable improvements.
3. Determine environmental impact compliance levels on all projects.
4. Prepare or hire a consultant to prepare required environmental assessments and statements.
5. Maintain a storm water management plan and program to ensure compliance with governing agency requirements and coordinate with Facilities Management maintenance and grounds teams to complete program requirements.
6. Understand the history of campus facilities and provide counsel to Facilities Management on alterations to listed historical properties.
7. Work with the Wisconsin Historical Society and City of Menomonie Historic Preservation Commission to determine appropriate alterations to historic properties and structures.

Other duties as assigned including serve on various ad hoc university committees as needed.


1. Serve as an active member on the following campus committees: Capital Project Committee, ADA Committee, Space Allocation Committee, Campus Exterior Development Committee, and other committees as required.
2. Complete reports and assemble data required by the University, UW-System Administration, WI Department of Administration, and other state/local agencies.

The Facilities Management Department is a service unit that reports to the Vice Chancellor of Business, Finance, and Administrative Services and provides many services to the UW-Stout campus including building and grounds maintenance, facility modifications and improvements, custodial services, snow removal, landscaping, campus planning & engineering, construction management, purchasing, fleet services, key management, campus inventory management, campus heat/steam production and chilled water, building openings and closings, event setup and teardown, moving services, trash and recycling collection, etc.
