Job Summary
This position will be responsible for the application of advanced accounting knowledge and abilities in the preparation of complex regular and special invoice payments, billing, and breakeven point accounting to establish, implement, and maintain a cost recovery program for OIT services. Additional duties will include supporting the Manager, IT Finance, Budget and Analysis in all activities required in the day-to-day operations of the department. 
Essential Duties and Responsibilities
Billing and Cost Recovery:
  • Support IT service owners in developing cost recovery model for IT services by utilizing breakeven point accounting formulas to establish the total cost of ownership (hardware, software, services, and labor), assumed customer base, and IT and/or UTA administrative subsidy.
  • Create point of sale, monthly, and annual billing process utilizing relevant tools.
  • Provide IT service owners regular reporting on their current state of cost recovery revenue (show backs and chargebacks) related to the cost model and recommend changes to the charges to improve customer take rate and achieve cost recovery goals. Be able to demonstrate potential pitfalls or excess revenue.
  • Process inter- and infra-fund transfers, and journal entries to recover costs for IT services delivered to customers.
  • Process and track all deposits to OIT cost centers.
  • Create and distribute a Cloud Services report monthly to business owner and leadership team.
  • Collaborate with Business Affairs in developing a show back and charge back model to support the new UTA budget model.
  • Support IT service owners in identifying services that should be cost recovery options versus those services covered in a general administrative cost.
  • Oversee ServiceNow billing tickets, and process them in timely manner if needed as backup for Accountant I.

Invoice Payment 
  • Perform and oversee the payment of invoices.
  • Track deliverables and time remaining on purchase orders.
  • Communicate the need for the expiration of services or additional funding requirements.
  • Work closely with IT service owners and Accounts Payable to identify the deliverables specified in the purchase order and authorize payments to vendors.
  • Manage the payment of invoices to eliminate all late fees charged to OIT.
  • Close out all outstanding Purchase Orders that will no longer be needed prior to the start of each Fiscal Year.
  • Maintain the OIT Invoicing mailbox by reviewing and completing all requests.

Budget and Accounting Support:

  •  Under the supervision of the manager, participate in the yearly EPM input of OIT’s budget.
  • Maintain the IT Finance and Budget mailbox by reviewing and completing all requests.
  • Process all budgetary transfers for the department.
  • Develop and circulate for all cost centers a monthly budget report to each owner.
  • Review and address all cost center budgetary deficits.
  • Update and maintain a personnel spreadsheet that includes all positions, salaries, and fringe.
  • Review and approve all monthly procard reports for the individual owners within the department.
  • Participate in the annual budgeting process for OIT.
  • Reconcile each cost center in Sahara monthly.
  • Ensure that each owner approves inside the University deadline.

Vendor Management:
  • Responsible for monitoring the budgets associated with each departmental and campus project led by OIT.
  • Forecast and track the project budget for all hardware/software/personnel and the expected operational impact to the department.
  • Performs related duties as assigned.

Minimum Qualifications
Bachelor’s degree in finance, accounting or similar discipline with four (4) years of experience in relevant field or equivalent combination of education or experience. 
Preferred Qualifications
  • Master’s degree in accounting .
  • Five (5) years of experience in higher education accounting.

Knowledge, Skills and Abilities
  • Knowledge of PeopleSoft and Apptio for managing and tracking account expenditures and building service costing models.
  • Advanced proficiency in Microsoft Office suite of applications.
  • Advanced proficiency with document management software, such as Adobe Sign
  • Knowledge of economic and accounting principles and practices and the analysis and reporting of financial data.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
  • Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Ability to perform active listening and give full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times.
  • Use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
