Department Description

UC Davis Continuing and Professional Education (CPE) is the lifelong learning arm of the university. The division maintains the most diverse portfolio on the campus, with programs spanning pre-college, professional continuing education, workforce development, international academic and cultural exchange, and training services for corporate and agency partners. As a global leader in continuing education, CPE serves learners regionally, nationally and globally, and posts more than 55K enrollments annually making it the third largest UC Extension by enrollment. Beyond its community-facing role, CPE serves as the internal hub for online education in support of other academic units on the campus. CPE employs approximately 180 employees and draws on the expertise of approximately 1,700 instructors. 



Job Summary

Human Services, a department within UC Davis Continuing and Professional Education, provides continuing education and professional development programs for the human services workforce throughout California. Within UC Davis Human Services, the Title IV-E Program provides specialized professional education and monetary support to undergraduate and graduate students who intend to pursue or continue a social work career in the field of public child welfare. In partnership with the California Department of Social Services (CDSS), UC Davis Human Services has responsibility for administering this program for the 10 schools of social work in the Northern, Bay Area and Central regions of the state.

As part of the UC Davis Human Services leadership team, the Title IV-E Program Site Director reports to the Human Services Executive Director/Principal Investigator and manages the Northern regional site of the statewide Title IV-E child welfare educational program. The Site Director will lead development and implementation of the Northern regional site for the Title IV-E program, including building the program team; developing and implementing program policies, procedures and processes; and creating highly collaborative relationships with partners across the region and the state. Responsibilities include: Lead the Title IV-E program team and manage all associated deliverables; facilitate the Title IV-E Program prime contract and subaward process with participating schools and CDSS; work closely with key stakeholders at each of the participating schools to support the oversight of contract compliance and programmatic implementation. Utilize significant positive relationship skills to co-create programs that serve the needs of partners, working in a highly collaborative manner with the Southern regional site director and staff of the Title IV-E program at UCLA to ensure continuity and coordination across the two program locations. Oversee development and delivery of enhanced curriculum for participating social work schools, departments, and students, working in close partnership with UCLA and participating schools to develop relevant content. Develop and foster partnerships with university, state and county social services program leaders; regional training academies; professional associations; instructors and other collaborators to create programs that serve the needs of schools, students and counties. Oversee development of student recruitment and communication materials and campaigns. Oversee data management functions for the student information system. Oversee site-specific evaluation functions. Partner with fiscal staff to ensure timeliness and accuracy of contracts, invoices and payments. Lead the team in adapting to internal and external changes; function with a high degree of autonomy in analyzing and problem-solving unique issues and challenges without precedent. Perform hiring, supervision and related HR duties for the team. Model and champion the UC Davis Principles of Community with internal and external partners; support Human Services and CPE efforts to create a culture of authentic diversity, equity and inclusion.

  • Must be able to drive/travel to various locations throughout CA and nationally, including overnight travel.

MINIMUM QUALIFICATIONS

Minimum Education/Experience:

  • Master’s degree in social work, psychology or related human services field and/or equivalent experience/training.
  • Expertise in public child welfare services.
  • Experience working in social work education and/or workforce development.
  • Minimum 5 years supervisory/management experience and skills in supporting, directing and developing staff members.
  • Experience in program planning, development and implementation and the ability to lead others in planning and implementation efforts. Strong time management and organizational skills and attention to detail.
  • Demonstrated skills and experience in partnership development and experience working with diverse stakeholders. Outstanding communication skills, both verbally and in writing.
  • Experience managing contracts and program budgets.


PREFERRED QUALIFICATIONS

Preferred Education/Experience:   

  • Master’s degree in social work with experience as a Title IV-E educational stipend recipient in a California university.
  • Leadership experience in a higher education or public child welfare setting.
  • Experience in curriculum development and the application of adult learning methodologies in designing engaging learning experiences.
  • Experience in educational program evaluation.
  • Experience with student information systems and/or collaborative project management applications, such as Salesforce, Airtable and/or Smartsheet.
