Job Description:

DEPARTMENTAL & DIVISIONAL BUDGET MANAGEMENT: Prepares and administers the operating budget for the Department Divisions, including quarterly summaries. Monthly analysis of budget to actual reports to make sure the Department is in line with budgets.  Provides detail for the multiple categories of income and expenses.  Prepares the annual budget in conjunction with Department and College guidelines.  This includes clinical, contractual, grant, foundation, miscellaneous donors, clinical trial and State funding sources for budgets produced in conjunction with the Dean's Office.  Integral to this process is the preparation of accurate projections, which require data gathering from multiple sources.

Divisional Budget Management: Provide support, forecasting and actuals to the Chair and division chiefs for the divisions (Administration; Adult; Addictions; Child; Psychology; Research; Education; Online Courses; Centers).

Division Chief of Administrative Division: Assigned the Division Chief duties for the administrative division. Responsible for managing the budgets and working with the Research chief and Education chief on projects in their respective divisions.

Clinical Service Contracts:  Responsible for contract establishment with various community mental health facilities along with renewal and management.  Liaison with outside agencies for collaboration on various services for mental health and addictions.  Oversees billing, depositing, and reporting functions for all external contracts, clinical trials, and grants.

Responsible for approval of all expenditures from unrestricted sources and oversees tracking of fiscal spending for all department fund sources. Assures compliance with the departmental/college cost-containment objectives, and routinely provides variance explanations to the Department Chair and Dean's Office as needed.

Oversees all payroll and personnel transactions to ensure compliance with budget for all funding sources, maintenance of all account ledgers, including verification and reconciliation processes.

CONTRACTS AND GRANTS MANAGEMENT: Works with the Associate Director, Research Admin Crd. and the Finance Manager to ensure that grant funding from the initiation of the proposal to the account reconciliation is managed in a proper business manner.  Reviews and approves all grant proposals for the Department Chair and the Division Chiefs. Works closely with the Principle Investigators and Coordinators to ensure potential is achieved for all research grants and contracts.   Outside liaison with granting agencies or contractors such as pharmaceutical companies.

PERSONNEL MANAGEMENT: Directs the daily activities of the Business Office functions. Supervises all administrative, research and education divisions, accounting, clinical and contractual billing staff and computer support staff to ensure the efficient and professional management of the Department's business operations.

Prepares and provides backup for all administrative/fiscal statements and reports as needed for the Chair, Dean's Office, and other University units. This includes all State accounts, Grant accounts, VA accounts, UF Foundation accounts, and UF Research Foundation accounts. Designs, develops, and produces special projects when requested. Coordinates the computer support required for the Department faculty and staff.  Determines the daily activities for the Senior Computer Support Specialist. This includes support needed for network development and management, upgrades for hardware and software, troubleshooting emergent and urgent requests.

EDUCATION:

RESIDENCY TRAINING PROGRAM: Oversees the management of the Residency Training Program, ensuring compliance with training guidelines along with proper management of resident stipends for each fiscal year. Supervises the rotation reporting, payroll and personnel actions for the educational mission. Additionally works with the Coordinator to ensure the medical student education is appropriately tracked and reported by the program.

ONLINE EDUCATION: Oversees the management of the Online Medical Education program of undergraduate and graduate education courses and an Autism Certificate program.

CLINICAL RESPONSIBILITIES: Responsible for hospital-based and alternative delivery systems including satellite- clinics, UF Health, Shands Psychiatric Hospital, UF Health at Springhill 1 and 2, Florida Recovery Center, design and management of referral networks and public relations for the physicians and for the inpatient and outpatient programs. This position uses professional management skills to direct and coordinate the varied clinical business components of an academic Department of Psychiatry within the College of Medicine and Health Science Center including a Teaching Hospital and a Dean's Contract with the Veterans' Administration Medical Center (VAMC). Works closely with FGP (Bar and Clinic administration) to ensure financial stability and good sound business practices in clinics and inpatient services.

University of Florida Physicians (UFP) Responsibilities:

For UFP responsibilities, the incumbent reports to CEO and Senior Associate Dean for UFP. Supports UFP, departmental and College of Medicine efforts to advance clinical quality. Supervises Department of Psychiatry's clinic manager. Oversees clinic staff evaluations. Develops UFP clinic budget in conjunction with UFP operations and billing directors. Responsible for managing UFP clinic budget actual performance. Documents and oversees development of new clinical programs and processes. Ensures UFP and COM policies are implemented and service standards are met. Works collaboratively with the clinic medical director, clinic manager, and UFP core services to promote patient safety, clinical quality, and patient centric care. Supports EMR implementation and utilization. Assists Senior Associate Dean and department chair to develop strategies to maximize the practice operations and financial effectiveness. Participates actively in UFP ambulatory strategic planning. Works collaboratively with BAR and finance staff to maximize revenue cycle operations. Supports clinic manager in resolving day-to-day operational issues, effective utilization of staff, resolving patient complaints, and promoting provider satisfaction.

PROGRAM AND BUSINESS DEVELOPMENT: This position oversees the financial and operational management of all new clinic programs at Springhill Health Center, UF Health at Springhill, and the new FRC campus on NW 39th Ave. This includes setting up a management structure for careful supervision of administrative and business functions, support for the Medical Directors in daily oversight of clinical and financial operations and management of their budgets and faculty assignments, and contract development and negotiations.

FACULTY LIAISON:  Provides support to all faculty for various business needs, monitors policies for faculty recruitment, appointments, assignments, fringe benefits, and leave.  Develop and operationalize the Faculty Comp Plan, evaluation process, and wRVU targets along with developing reports to track and assist the Chair and faculty in all aspects of this plan. Assists Division Chiefs with administrative and financial issues in their area.

REGULATION MANAGEMENT - COMPLIANCE AND HIPAA: Responsible for establishing Departmental policy and processes for regulatory requirement of training all new staff, ensuring policies are followed and processes are in place to operationalize. Responsible for setting up department security of Info systems (Spice) ISA. Liaison with General Council for any issues that may arise.

Minimum Requirements:

Master's degree in an appropriate area and six years of relevant experience; or a Bachelor degree in an appropriate area and eight years of relevant experience.

Preferred Qualifications:
  • Experience in all phases of personnel/accounting/fiscal/financial reporting.
  • Knowledge of accounting and personnel principles, practices and procedures; internal controls, University accounting, payroll procedures and People Soft.
  • Knowledge of University and State rules and regulations, and generally accepted accounting standards. Ability to present information in accurate and concise formats, including narrative materials.
  • Ability to perform at consistently high levels of achievement and excellence.
  • Requires initiative, good judgment, and strong analytical/problem-solving capabilities. Experience in supervision of Teams & USPS employees.
  • Master's degree in an appropriate area of specialization and four years of appropriate experience; or a bachelor's degree in an appropriate area of specialization and six years of appropriate experience.
