Description of Work Unit | The Aviation Weather Center (AWC) is part of the National Centers for Environmental Prediction (NCEP) under the National Oceanic and Atmospheric Administration (NOAA) National Weather Service (NWS). The AWC is located in Kansas City, MO and has a long history of providing operational global aviation weather forecasts and warnings for the NWS, the Federal Aviation Administration (FAA), industry, and aviators around the globe. The Aviation Weather Testbed (AWT) is co-located with the AWC and supports the transition of aviation research into operations for the NWS, the FAA, and their partners. The AWC and AWT collaborate with universities, governmental forecast centers and research laboratories, FAA organizations, International Meteorological Watch Offices, and other NOAA and NWS organizations. The AWC maintains 24×7 global forecasting and warning operations, and the AWT supports aviation meteorology hazards training, applied research, and transitioning research-to-operations. The AWC and AWT are also actively engaged in supporting the FAA’s NextGen weather initiative in building a 4-Dimensional Weather Data Cube (4-D Cube) that will improve access and accuracy of weather information to support improvements to aviation services in the NextGen era. Activities within the AWT and AWC will play a significant role in the development, testing, and evaluation of NextGen development. CIRA is a collaborating partner with the AWC on a number of research projects and activities. CIRA professionals assist the AWC/AWT in supporting, developing, testing, and transitioning aviation weather research into NWS operations. |
Position Summary | The National Oceanic and Atmospheric Administration (NOAA) Aviation Weather Center (AWC) in Kansas City, MO, has a long history of owning one of the most widely utilized websites within the National Weather Service (NWS), www.aviationweather.gov , and most recently developed, the new beta.aviationweather.gov . Through innovative design and technology, this website supports a wide variety of aviation interests and customers, including the Federal Aviation Administration (FAA), airlines, general aviation pilots, aviation forecasters, and others. In addition, development web platforms are heavily used within the Aviation Weather Testbed (AWT) for the testing and evaluation of new and emerging scientific techniques, products, and services to support aviation weather, along with the exploration of new web technologies to support the operational web platforms. This is a mid- to high-level technical web development and programmer position on the AWC’s Web Team. The individual in this position will report to the CIRA Web Team Lead at the AWC and work closely with NWS federal collaborators, aviation partners, the AWT, and the AWC IT team to improve NWS aviation weather services on the web. They will engage in a range of research, development, and program support for the AWC websites and will participate in exploratory web development, web tools evaluation, and operational implementation projects to enhance the AWC’s web presence. This position is a part of the Cooperative Institute for Research in the Atmosphere (CIRA) at Colorado State University (CSU) in Fort Collins, CO, and the individual in this position will be an employee of CIRA/CSU. The individual in this position will serve as a member of CIRA’s research group at the AWC in Kansas City and will be expected to work onsite in Kansas City, but may negotiate a hybrid office/telework schedule with a minimum of two days per week in the office. The individual in this position may be required to provide occasional on-call 24×7 and/or emergency operational web support that requires response within 60 minutes and therefore must live within a 60-minute commute to the AWC. This position requires a NOAA Common Access Card (CAC) ID badge for computer access and therefore is open ONLY to citizens of the United States and lawful permanent residents in possession of a physical USCIS “Green Card.” This position is located in a federal facility in Kansas City, MO and requires the ability to pass a National Agency Check with Inquiries (NACI) Tier 1 federal background check for building access. This position will be classified Research Associate II or III according to the credentials of the finalist selected for hire as follows:
