As a key member of the Capital Projects Team the post holder will monitor and report on the quality and progress of works on site ensuring that the (Senior)Project Manager is kept fully appraised of programme issues and/or quality concerns as they arise. On projects the post holder may be required to act on behalf of the University in the role of Supervisor, under the NEC3 form of construction contract and issue appropriate defect notification.
Main Duties and Responsibilities
1. To manage, supervise and inspect building works carried out by contractors, by regular or daily site visits, to ensure that they are built in accordance to Architects /Services Engineers Design Drawings and Specifications, Codes of Practice and Building Regulations and that good standard of workmanship is achieved. To implement, manage and supervise minor building works and maintenance repairs.
2.To ensure that health and safety regulations and safe working practices are being adhered to on site and where appropriate issue permits to work.
3.To keep the Architect/Services Consultants and University Senior Project Managers/Project Managers/Senior Clerk of Works regularly appraised of progress of works and bring to their attention design problems that may arise on site, so that they can be timeously dealt with. To assist (Senior) Project Manager by providing regular and accurate financial management information to assist (Senior) Project Managers to procure services, works, furniture, fittings and all equipment for minor works and maintenance repairs.
4. To inspect construction works and complete defects lists for reflection by the Contractor and actively work through these defects to a satisfactory outcome before handover to the University. To also have an understanding of the M&E aspects of the project and to actively engage in the minor aspects of the Mechanical and the Electrical Inspections whilst on site so far as reasonably practicably and to a level of Competency of a limited understanding, and to assist in the multi discipline Inspection Team on the projects by referring concerns to the appropriate Clerk of Works (Services) where appropriate.
5.To produce accurate weekly progress reports for all contracts in agreement with (Senior) Project Manager, including site labour, weather conditions and other relevant information relating to the project works and issue these to our Administration office to be circulated to the appropriate (Senior) Project Manager and Design Team members for information and action.
6. To maintain a well-kept up to date site diary recording conversions and relative events on projects.
7. To assist (Senior) Project Manager in organising essential services shutdowns to minimise disruptions to campus users. To liaise with Heads of Departments, users groups and Estates Operation Section Heads and subsequently to attend services shutdowns to monitor that Method Statements are being fully adhered to and to assist if problems arise.
8. To attend site progress meetings and Technical meetings as requested on all contracts with Design Team, (Senior) Project Manager, and contractor’s representative to discuss site progress design issues and quality standards.
9.To carry out daily campus inspections to check for any areas of overnight vandalism, safety hazards, graffiti, fly posting etc. and issue works requests to enable University Operation’s team to timeously action repairs, clean/or make safe.
10. To attend design team meetings and provide technical input to design appraisal and development. To attend post completion design team review meetings and provide detailed appraisal and feedback on design and construction process and procedure’s.
11. To identify technical problems on site, recommend corrective action, issue directions and monitor implementation works.
12. To maintain personal and professional development (CPD) to meet the changing needs of the role and to participate in appropriate training activities, as identified by your Line Manager, or as a result of the University Performance Management Process.
13. To assist at project handover, liaising with the end user on operational matters including waste disposal, cleaning services, access issues, and minor IT and telephone matters.
14. To carry out Project management of minor works contracts’ for the Colleges. Provide Scope of works as requested by the College Heads, liaise with the end users of the Colleges and issue the Scope of works to the appropriate University Framework contractor for a quotation. Seek financial approval from the College Heads and schedule works to commence. Arrange pre-start meeting with end user and appointed contractor, accept contractors work programme and supervise the works through to satisfactory completion. These works can range from £100 to £50,000 and sometimes above. Ensure site operations are carried out in a safe manner with no obstructions to fire escape routes and to the general safety of staff, students, and the general public.
15. Attend meetings with (Senior) Project Manager appointed to looking after the Colleges minor works programme and provide information for the Colleges minor works spreadsheet on a regular basis. Discuss the Project requirements to ascertain if Design Team assistance will be required, also liaise with our Town Planning Manager to ascertain if specific requirement need apply.
16. To undertake such duties, training, and hours of work as may be reasonably required and which are consistent with the general level of responsibility and remuneration of the post. To conduct yourself in a courteous manor to all staff, Colleague’s, and maintain a high standard of Professionalism required for this post.
Knowledge, Qualifications, Skills and Experience
A1 Scottish credit and Qualification Fraemwork Level 9 (ordinary degree, Scottish Vocational Qualification Level 4) or equivalent including professional accreditation with relevant formal training.
A2 Significant professional construction industry knowledge gained through progression in a range of relevant roles.
A3 Licentiate of the Chartered Institute of building Services Engineers.
A4 Sound knowledge of all aspects of construction and construction site practices, particularly within a large complex built environment.
A5 Excellent organisation and time management skills with the ability to prioritise a challenging schedule.
A6 Demonstrable knowledge of CDM and Asbestos Regulations.
A7 An up-to-date and comprehensive knowledge of Building and Services Regulations, Health and Safety Regulations, British Standards and Codes of Practice.
A8 ECC Supervisor Accreditation to undertake the NEC3 Supervisor role.
B1 An appropriate Health and Safety qualification such as IOSH Managing Safely.

Supervise contractors on projects ranging from a value of £5k to £50m with a lifecycle range of 2 – 36 months’ duration.
The number of projects on site at any one time can vary, however, over the summer months this is generally between 20 and 25 individual projects.
Empowered to issue directions to contractors (defect notifications) to correct matters of non-compliance including health and safety regulations, contract documentation, University requirements and to halt operations where these are not complied with.
Authority to re-direct, request information, or issue verbal/written instructions to mitigate the University’s risk in emerging and active site works.
Planning and Organising
Manage own workload and deadlines to suit contracts by arranging site visits, meetings and other duties, ensuring all delegated projects are managed effectively.
Reorganise activities to meet changing priorities and emergency situations
Prepare weekly progress reports, ensuring these are appropriately circulated.
React daily to incoming enquiries from contractors, site managers etc.
Contribute to medium-long term plans where discussion, advice and agreement are required.
Prioritise own workload, making changes to work schedule to meet deadlines and objectives.
Assess the quality of contractor’s workmanship, ensuring it complies with Contract documentation Drawings, specification and Bill of Quantities and take corrective action where non-compliance is identified.
Manage, Implement and determine that minor works and maintenance repairs are being carried out according to drawings, specifications and various Regulations and Codes Practic,taking remedial action where necessary
Evaluate design and construction options and offer opinion and advise to Estates Development Managers/offices
Make reactive decisions in the event of site emergency’s and where change to operating practices would improve services.
Authority to close down site operations where they believe that site activities may cause an unacceptable level of risk to people, property etc.
Daily contact with Senior Project Managers/Project Managers to advise on site progress and quality matters and to advice on technical issues.
Regular contact with Head of Construction & Project Management regarding site progress.
Regular liaison with the wider Estates and Buildings Team.
Develop and Maintain working relationships with Central Services/Security and Safety and Environmental Protection Services (SEPS) staff
Design Consultants to appraise them of design and technical problems which may arise on site.
Contractors and Sub Contactors.
Statutory Authorities (Planning & Building Control) and Emergency Services.
Anticipate and recognise technical problems on site, provide sound advice on solution’s and Implementation of procedures to ensure the highest level of quality and programme delivery.
React to and resolve daily queries from contractors, clients etc.
Standard Terms & Conditions
Salary will be on the Management, Professional and Administrative Grade, level 7, £33,943 - £38,183 per annum.
New entrants to the University will be required to serve a probationary period of 6 months.
