Job title: Grants for the execution of Scientific Research Projects at the Spanish National Institute for Statistics

Research line / Scientific-technical services: Science and data engineering for the improvement of the official statistic capacity

The tasks to be performed in the contract subject of this call are framed in line 8, "Use of public information on the web to determine characteristics of companies related to Innovation and/or the Information Society", of the project "Data Science and engineering for the improvement of the official statistical function", subsidized by the National Institute of Statistics (INE).

Objective: The aim of the work is the analysis and development of machine learning methods that allow the collection of information available on different public websites, related to different variables of the questionnaire of the "Innovation in Companies Survey" carried out by INE.

Tasks to be carried out:

1. Analysis of the information available in the INE on the companies under study and the aggregate/disaggregated indicators that should be obtained. Extract the most relevant parameters that will later be used as input for the systems to be implemented.

2. Analysis and implementation of web scraping models for the extraction of the specified target data, implementing protocols that reduce the possibilities of blocking (speed optimization and crawling periods, batch processes, multithreaded systems, etc.).

3. Study the use of machine learning algorithms to improve the classification of text data on the website and the recognition of patterns within the structure of pages.

Skills/Qualifications

Required qualification: Bachillerato, BUP, FPII, Ciclo formativo superior or equivalent to these Spanish degrees.

- Demonstrable experience in Python programming language that can be accredited through courses, software projects on platforms such as GitHub, end-of-degree projects or similar.

- Demonstrable experience in web scraping/web harvesting with Python that can be accredited through courses, software projects on platforms such as GitHub, end-of-degree projects or similar.

- Demonstrable experience in Machine Learning that can be accredited by means of courses, software projects on platforms such as GitHub, end-of-degree projects or similar.

- Demonstrable experience in web application development with React or Angular that can be accredited through courses, software projects on platforms such as GitHub, end-of-degree projects or similar.

- Obtain at least 60 points in the selection criteria specified below.

The position may be vacant if none of the candidates exceeds this limit.

Eligibility criteria

Selection criteria (maximum 100 points):

A. Academic record of credits passed in a Degree in Computer Engineering or related (max. 30 points). If it is a related degree, the score obtained will be multiplied by 0.5. Other degrees will not score in this section.

B. Demonstrable knowledge in the field of the tasks to be performed (web scraping, machine learning, and environments such as Selenium, Beautiful Soup, Scrapy, React, Angular, Scikit-Learn, among others) that can be accredited by means of software projects in platforms such as GitHub, final degree or master's thesis, or similar (maximum 39 points).

B.1. Applying web scraping techniques in Python with libraries such as Selenium, Beautiful Soup, Scrapy (maximum 4 points per 10 hours of course/project up to a maximum of 20 points).

B.2. Machine learning in Python environments (maximum 2 points per 10 hours of course/project up to a maximum of 10 points).

B.3. Other fields of Artificial Intelligence (maximum 2 points for 10 hours of course/project, up to a maximum of 4 points).

B.4. Web Application Development with React, Angular (maximum 1 points for 10 hours of course/project up to a maximum of 5 points).

C. Other merits not considered in the previous points (languages, other courses, awards): maximum 6 points. Up to 2 points for each of the above mentioned items.

D. Personal interview: 25 points. Personal interview of the three most highly valued candidates, provided that their score in the other sections is less than 15% of the candidate with the highest score.

The suitability of the curriculum vitae for the job position will be assessed.

Candidates will be called for the interview at least 48 hours in advance.

The merits alleged by the participants will have to be documented and must be fulfilled by the end of the application deadline.
