Offer Description
A call is now open for the attribution of one Research Fellowship for a master student hosted by the Lisbon Public Law Research Centre (LPL) research unit, financed by national funds through the Foundation for the Science and Technology, I.P. (FCT) (Refs. UIDB/04310/2020 & UIDP/04310/2020).
ADMISSION REQUIREMENTS AND ELIGIBILITY CONDITIONS
The Research Fellowship is aimed at candidates already enrolled in a Master's Degree and who wish to develop research activities in the area of Environmental Law.
Admission requirements:
• Undergraduate degree in Law;
• To be enrolled in a master’s degree in Law;
• To have a high command of Portuguese and English (writing, reading, and conversation);
• Not having previously benefited from research grants directly or indirectly funded by FCT;
• To have specific postgraduate training in Environmental Law (postgraduate degrees; master's course curricular units);
• To have publications in scientific journals in the field of Public Law."
Grant Eligibility:
• a) National citizens or citizens from other Member States of the European Union;
• b) Citizens of third States;
• c) Stateless persons;
• d) Beneficiaries of the political refugee status.
WORK PLAN
The work plan fits into the activities of the LPL scientific project “Legal Roadmap for Sustainability” (LRS), coordinated by Professor Heloísa Oliveira and includes the following tasks e related to environmental law topics, namely human rights, fundamental right to the environment, and protection of future generations; environmental protection of soil; ecodesign; and access to justice for the protection of diffuse interests:
1. Research and systematization of legal literature;
2. Research and systematization of normative acts;
3. Research and systematization of documentation related to public policies.
PLACE OF WORK
The activities will be developed at the Lisbon Public Law Research Centre under the scientific supervision of Professor Heloisa Oliveira.
DURATION
The duration of the fellowship is 3 (three) months, possibly renewable for the duration of the research unit funding, and expected to start in march 2024.
MONTHLY STIPEND
The grant amount corresponds to 990,98€, according to FCT Research Grant Regulation.
Payment of the monthly maintenance allowance is made at the end of each month by bank transfer. To this amount is added the Personal Accident Insurance.
The performance of functions as a fellowship holder is carried out under exclusive dedication under Article 5 of the Research Fellowship Holder Statute.
SELECTION METHODS AND CRITERIA
Candidates are assessed through Curriculum Assessment (90%) and Motivation Letter (10%).
The results are expressed on a scale from 1 to 100, with candidates ranked by their final score obtained. Only candidates with a score higher than 80% of the possible points will be admitted to the final ranked list. The fellowship will be awarded to the top candidate on the list (i.e., with the highest score).
The Curriculum Assessment must demonstrate suitability for the work to be performed and will consider the following aspects:
• Academic training;
• Classification obtained in courses considered relevant for the work to be performed;
• Research experience in Public Law;
• Research experience in Law.
The Motivation Letter must explain the interest in the specific area of the project, and the candidate's expectations for academic and personal growth.

PUBLICITY AND COMMUNICATION OF RESULTS
The evaluation results are communicated by e-mail to the e-mail address used by the candidate in the application and published on the LPL website within 90 working days after the application submission deadline.
Candidates may complain about the draft final ranking list within 10 working days of its publication under the terms of articles 121 et seq. of the Code of Administrative Procedure.
The proposal of admitted candidates and the ranked list are communicated to the interested parties, for the purpose of exercising the right to prior hearing, within a period of 10 business days, in accordance with Article 121 of the Administrative Procedure Code.

The call is open until 11.59 pm on February 29, 2024.

2) Copy of the identification document and indication of the candidate's residence;
3) Motivation letter;
4) Documents proving that the candidate meets the required conditions for the fellowship, namely a copy of the academic degree certificate, with the final grade obtained and proof of enrolment in a master's degree;
5) Other documents considered relevant by the candidates.
No document that should have been submitted in candidacy may be presented after the deadline set for this purpose.
In the case of academic degrees awarded by foreign higher education institutions, and to ensure the application of the principle of equal treatment to candidates holding foreign and national academic degrees, it is mandatory to recognise these degrees and convert the respective final classification to the Portuguese rating scale .
Documents proving the ownership of academic degrees and diplomas, or their respective recognition when foreign higher education institutions have awarded them may be dispensed with during the application stage for the support in question, being replaced by a declaration of honour by the candidate (annex I draft), with the verification of this condition occurring only during the contracting phase.
In the application stage, it will be sufficient for candidates to prove that they meet the necessary conditions to enrol in study cycles leading to the attainment of an academic degree or in courses that do not lead to a degree. At the stage of contracting the fellowship, it will be necessary to present proof of enrolment.
APPLICABLE LEGISLATION
The call is governed by the FCT Research Grants Regulation, approved by Regulation No. 950/2019, published in the II Series of the DR of December 16, 2019, by the Research Fellowship Holder Statute approved by Law No. 40/2004, of August 18, as amended, and by the Scholarship Regulation of the University of Lisbon, approved by Order No. 6238/2020, published in the II Series of the DR of June 12, 2020, and by other applicable national and community legislation.
