Workplan: Urban space is scarce and contested. Transport infrastructures occupy an important part of this space (around 20%) with roads, parking and other uses. This space has privileged motorized modes, particularly cars. Today, many cities are aiming to achieve the UN's Sustainable Development Goals, favoring people-centered planning after decades of focusing on the car. On the other hand, urban road space is often idle. Congested streets during rush hour are underused at off-peak times. On-street parking in residential areas is scarce at night, but empty during the day when residents go to work. Urban planners could therefore reallocate idle road space for other transportation purposes (pedestrian, bus, or cycle lanes) or urban functions (pedestrian, markets, sidewalks). These approaches already exist (pe, night parking or weekend markets in the streets). However, they are local and static. They follow a fixed rule or are temporary like tactical urbanism (pedestrian, pop-up bike lanes). Basically, they don't respond to variable demand criteria and don't adapt to dynamic accessibility or mobility needs.

The scarce literature points to an increase in competition for urban space. STREETS4ALL proposes the equitable and dynamic reallocation of street space to accommodate future multimodal and multifunctional uses. The project aims to investigate solutions for occupying the street that can adapt its function and use in variable periods (pe, hours, days, seasons) and pre-established times (pe, rush hour and off-peak).

The post-doctoral researcher will contribute to answering 2 research questions:

1) How can dynamic street space allocation solutions be generated?

2) How can such allocations be made?

3) How can the success of these street space changes be measured?

The main tasks will be:

1. Construction of a methodology for creating solutions for the dynamic allocation of urban space, following Design Thinking methods.

2. Structuring proposed solutions for the dynamic use of street space.

3. Supporting the simulation and analysis of a case study (involves coordinating fieldwork for data collection).

3. Support for project management coordination (including co-supervision of 2 master's students for 6 months).

4. Writing 2 scientific papers in transport, urban planning and/or sustainable development journals.

Duration: The research fellowship(s) will have the duration of 11 months. It’s expected to begin in April/2024, and may be eventually renewed up to the maximum of 12 months.

    Benefits

    Monthly maintenance allowance: According to the values for Research Fellowships awarded by FCT in Portugal (https://www.fct.pt/wp-content/uploads/2024/02/Tabela-de-Valores-SMM_atualizacao-2024.pdf ), the amount of the monthly maintenance allowance is € 1801,00, being the payment method an option of the Fellow by Wire Transfer/Check.

  • Selection process

    Selection methods: The selection methods will include the following:

    • AC - Curriculum Evaluation: Candidates are required to demonstrate their experience in transport systems engineering and urban mobility. This includes active participation in projects related to urban mobility, as well as a track record of published articles in transport journals and presentations at international transport conferences.
    • EN - Proficiency in English: Proficiency in both spoken and written English is essential. This proficiency will be assessed during the interview. Candidates with significant deficiencies in their command of the English language, whether spoken or written, will be excluded from consideration;
    • ENT - Interview: An interview is optional and will be conducted if there are multiple candidates and if there is a tie between them.

    The final evaluation (FV) will be determined using the following formula:   VF = 50% x AC + 25% x EN + 25% x ENT.

    Announcement/ notification of the results: The final evaluation results will be communicated to all applicants by email.

    Deadlines and procedures of complaint and appeal. A complaint may be lodged from the final decision within 15 working days, or an appeal to the Executive Board of IST-ID within 30 working days, both counted from the respective notification
