ANÚNCIO PARA A ATRIBUIÇÃO DE BOLSA DE INVESTIGAÇÃO CIENTÍFICA

 

Encontra-se aberto concurso para a atribuição de 1 (uma) bolsa de investigação científica (BI) no âmbito do projeto para “desenvolvimento de uma nova técnica de reforço com materiais compósitos para estruturas de betão”, nas seguintes condições:

1. Área Científica:  Engenharia Civil.

2. Requisitos de admissão: Os(As) candidatos(as) à Bolsa de Investigação Científica (BI) deverão preferencialmente satisfazer os seguintes requisitos:

• Mestrado em Engenharia Civil;
• Inscrição em Doutoramento em Engenharia Civil ou em alternância inscrição em curso não conferente de grau académico, integrado no projeto educativo de uma instituição do ensino superior, na área científica.
• Conhecimentos na área de materiais compósitos aplicados ao reforço de estruturas de betão;
• Razoável domínio da língua inglesa.

(1) Os documentos comprovativos da titularidade de graus académicos e diplomas, ou do respetivo reconhecimento quando tenham sido atribuídos por instituições de ensino superior estrangeiras, podem ser dispensados em fase de candidatura, sendo substituídos por declaração de honra do candidato, ocorrendo a verificação dessa condição apenas em fase de contratualização da bolsa. Esta declaração deverá atestar factos ocorridos em data anterior à candidatura. Nas situações de divergência entre a informação constante da declaração e a documentação entregue para efeitos de contratualização de bolsa, apenas será considerada a informação constante nesta última. Caso se verifique que os documentos comprovativos da titularidade do grau académico e diploma, ou do respetivo reconhecimento nos termos do Decreto-Lei n.º 66/2018, de 16 de agosto, não correspondam às classificações atribuídas na avaliação do percurso académico e possam, consequentemente, alterar a seriação do candidato, não será efetivada a contratualização da bolsa.

3. Plano de trabalhos: 1) programa de ensaios experimentais para avaliar a eficiência de técnica de reforço com materiais compósitos no confinamento de pilares de betão com dano por ação de fogo (primeiros 2/3 do período da bolsa); 2) desenvolvimento de formulação analítica para estimar a relação tensão-extensão de compressão de provetes de betão pré-danificados por ação de fogo e confinados com sistemas híbridos de FRP (último terço da bolsa).

4. Legislação e regulamentação aplicável: Lei n.º 40/2004, de 18 de Agosto (Estatuto do Bolseiro de Investigação Científica), alterada e republicada pelo Decreto-Lei n.º 202/2012 de 27 de agosto, com as atualizações introduzidas pelo Decreto-Lei n.º 233/2012 de 29 de outubro, Lei n.º 12/2013 de 29 de janeiro, Decreto-lei n.º 89/2013 de 9 de julho e Decreto-Lei n.º 123/2019, de 28 de agosto; Regulamento de Bolsas de Investigação da FCT, I. P., aprovado pelo Regulamento n.º 234/2012 de 25 de junho de 2012, alterado e republicado pelo Regulamento n.º 326/2013 de 27 de julho de 2013 e alterado pelo Regulamento n.º 339/2015 de 17 de junho de 2015, pelo Regulamento n.º 137-A/2018 de 27 de fevereiro de 2018 e Regulamento n.º 950/2019, de 16 de dezembro.

5. Local de trabalho: O trabalho será desenvolvido no Departamento de Engenharia Civil da Escola de Engenharia da Universidade do Minho, sob a orientação científica do Professor Joaquim António Oliveira de Barros.

6. Duração da bolsa: A bolsa terá a duração de 8 meses, com início previsto em junho de 2024, em regime de exclusividade, conforme regulamento de formação avançada de Recursos Humanos da Fundação para a Ciência e Tecnologia (FCT).

7. Valor do subsídio de manutenção mensal: O montante da bolsa corresponde a 1.259,64€, conforme tabela de valores das bolsas atribuídas diretamente pela FCT, I.P. no País (https://www.fct.pt/wp-content/uploads/2024/02/Tabela-de-Valores-SMM_atualizacao-2024.pdf ).

Outros benefícios: Reembolso do Seguro Social Voluntário (SSV), correspondente ao 1º Escalão da base de incidência contributiva (para bolsas com duração igual ou superior a 6 meses) e Seguro de Acidentes de Trabalho.

8. Métodos de seleção: A avaliação das candidaturas incidirá sobre o Mérito do Candidato, aplicando-se os seguintes critérios de avaliação, valorados numa escala de 0 a 5 valores :

Mérito do Candidato – MC (100%):

• Critério A - Classificação final obtida no Mestrado Integrado (ou média ponderada entre Mestrado e Licenciatura, caso não tenha um Mestrado Integrado: 60% para o Mestrado e 40% para a Licenciatura) – 30%;
• Critério B - Produção científica (artigos, relatórios, etc.) – 40%;
• Critério C - Experiência prévia no âmbito do projeto – 20%;
• Critério D - Competência oral e escrita na língua inglesa – 10%.

A classificação final do Mérito do Candidato será obtida pela aplicação da seguinte fórmula:

MC = (A*0,3) + (B*0,4) + (C*0,2) + (D*0,1)

Os candidatos com MC inferior a 2 valores em 5 não serão considerados selecionáveis. O Júri poderá realizar Entrevista (IN) para decidir o(a) candidato(a) selecionado(a). Apenas serão considerados para a entrevista os três candidatos melhor posicionados na avaliação do Mérito do Candidato (MC). Essa entrevista de seleção será realizada em língua inglesa para avaliar os conhecimentos do candidato sobre os tópicos do concurso, nomeadamente a fluência em Inglês (40%); a capacidade de expressão e sentido crítico (40%); e motivação (20%). Neste caso, a Entrevista (IN) terá um peso de 35% na classificação final, e o Mérito do Candidato (MC) terá um peso de 65% na classificação final (CF), resultando na seguinte fórmula:

CF= MC*0,65 + IN*0,35

9. Composição do Júri de Seleção: O Júri de Seleção dos candidatos é constituído pelos seguintes elementos:

• Presidente: Doutor Joaquim António Oliveira de Barros, Professor Catedrático, ISISE, Universidade do Minho.
• Vogais efetivos: Doutor Salvador José Esteves Dias, Professor Auxiliar, ISISE, Universidade do Minho e a Dra. Paula Dias, TecMinho.
• Vogais suplentes: Doutor Vítor Manuel do Couto Fernandes, Investigador Auxiliar, ISISE, Universidade do Minho.

Em caso de impedimento do Presidente do Júri de Seleção, este far-se-á substituir pelo primeiro vogal efetivo, sendo nomeado o vogal suplente para substituição do vogal efetivo.

Todos os membros do Júri de Seleção, incluindo o Presidente, estabelecem o compromisso de respeitar um conjunto de responsabilidades essenciais ao processo de avaliação, tais como os deveres da imparcialidade, da declaração de quaisquer potenciais situações de conflito de interesses e da confidencialidade.

10. Forma de publicitação/notificação dos resultados: Os resultados da avaliação serão publicitados através de ata de seriação, anexa à notificação enviada aos candidatos via e-mail.

11. Prazo de candidatura e forma de apresentação das candidaturas: O concurso encontra-se aberto no período de 18 de abril de 2024 a 03 de maio de 2024.

CALL FOR APPLICATIONS FOR A SCIENTIFIC RESEARCH FELLOWSHIP

It is now open a call for applications for a Scientific Research Fellowship (SRF) in the framework of the project for “development of a new reinforcement technique with composite materials for concrete structures”, under the following conditions:

1.Scientific field: Civil Engineering.

2. Admission Requirements: The candidates to the scientific research fellowship should preferably fulfil the following requirements:

• Master’s degree in Civil Engineering;
• Enrolment in a PhD in Civil Engineering or alternatively enrolment in a non-degree course, integrated in the educational project of a higher education institution, in the scientific area;
• Knowledge of composite materials applied to the reinforcement of concrete structures;
• Reasonable proficiency of the English language.

(1) Documents proving the ownership of academic degrees and diplomas, or their respective recognition when they have been awarded by foreign higher education institutions, may be waived at the application stage, being replaced by a declaration of honor by the candidate, with verification of such condition only in the stage of contracting the fellowship. This statement must attest facts that occurred on a date prior to the application. In situations of divergence between the information contained in the declaration and the documentation submitted for the purpose of contracting a grant, only the information contained in the latter will be considered. If it is verified that the documents proving the ownership of the academic degree and diploma, or the respective recognition under the terms of Decree-Law No. 66/2018, of August 16, do not correspond to the classifications awarded in the evaluation of the academic path and may, consequently, changing the candidate's ranking, the fellowship contracting will not be effected.

3. Work Plan: 1) program of experimental tests to assess the efficiency of reinforcement techniques with composite materials in confining concrete columns damaged by fire (first 2/3 of the grant period); 2) development of an analytical formulation to estimate the compressive stress-strain relationship of concrete specimens pre-damaged by fire and confined with hybrid FRP systems (last third of the grant).

4. Applicable legislation and regulation: Law No. 40/2004, of 18 August (Statute of Scientific Research Fellows), amended and republished by Decree-Law No. 202/2012 of 27 August, with the updates introduced by Decree-Law No. 233/2012 of October 29, Law No. 12/2013 of January 29, Decree-Law No. 89/2013 of July 9 and Decree-Law No. 123/2019, of August 28; Regulation of Research Grants of FCT, IP, approved by Regulation No. 234/2012 of June 25, 2012, amended and republished by Regulation No. 326/2013 of July 27, 2013 and amended by Regulation No. 339/2015 of 17th of June 2015, by Regulation No. 137-A/2018 of February 27, 2018 and Regulation No. 950/2019, of December 16, 2019.

5. Workplace and Scientific Orientation: The activities will be developed at the Department of Civil Engineering, University of Minho, under the scientific supervision of Professor Joaquim Barros.

6. Duration of the Fellowship: The fellowship will last for 8 months, starting in June 2024, on an exclusive basis, according to the regulation of advanced training in Human Resources of the Foundation for Science and Technology (FCT).

7. Value of the Monthly Maintenance Subsidy: The fellowship amount corresponds to 1.295,64€, according to the table of scholarship values of the FCT, I.P. in the Country (Annex I – Table of Monthly Maintenance Subsidy of the Regulation for Research Fellowships of the FCT I.P. (https://www.fct.pt/wp-content/uploads/2024/02/Tabela-de-Valores-SMM_atualizacao-2024.pdf ).

Other benefits: Voluntary Social Insurance (SCHE) reimbursement, corresponding to the 1st Echelon of the contributory base (for grants lasting 6 months or more) and Worker's Compensation Insurance.

8. Evaluation and selection criteria and procedures: Applications will be assessed on the merit of the applicant, using the following evaluation criteria, valued on a scale of 0 to 5 :

Applicant Merit - MC (100%):

• Criterion A - Final classification obtained in the Integrated Master's Degree (or weighted average between Master's Degree and Bachelor's Degree, if you don't have an Integrated Master's Degree: 60% for the Master's Degree and 40% for the Bachelor's Degree) - 30%;
• Criterion B - Scientific production (articles, reports, etc.) - 40%;
• Criterion C - Previous experience in the field of the project - 20%;
• Criterion D - Oral and written competence in English - 10%.

The final classification of the Candidate's Merit will be obtained by applying the following formula:

MC = (A*0,3) + (B*0,4) + (C*0,2) + (D*0,1)

Candidates with a MC of less than 2 out of 5 will not be considered for selection. The Jury may hold an Interview (IN) to decide which candidate is selected. Only the three best-placed candidates in the evaluation of the Merit of the Candidate (MC) will be considered for the interview. This selection interview will be conducted in English to assess the candidate's knowledge of the competition topics, namely fluency in English (40%); ability to express themselves and their critical sense (40%); and motivation (20%). In this case, the Interview (IN) will have a weight of 35% in the final classification, and the Merit of the Candidate (MC) will have a weight of 65% in the final classification (CF), resulting in the following formula:

CF= MC*0,65 + IN*0,3

9. Composition of the Selection Jury: The Selection Board is composed of the following members:

- Chairman: Dr Joaquim António Oliveira de Barros, Full Professor, ISISE, University of Minho.

- Members: Dr Salvador José Esteves Dias, Assistant Professor, ISISE, University of Minho and Dr Paula Dias, TecMinho.

- Alternate members: Dr Vítor Manuel do Couto Fernandes, Assistant Researcher, ISISE, University of Minho.

If the Chairman of the Selection Board is unable to attend, he will be replaced by the first member, and the alternate member will be appointed to replace the member.

All members of the Selection Board, including the Chairman, undertake to respect a set of responsibilities that are essential to the evaluation process, such as the duties of impartiality, declaration of any potential conflict of interest situations and confidentiality.

10. Form of advertising/notification of results: The results of the evaluation will be publicized through the ranking and selection minutes, attached to the notification sent to candidates via e-mail.

11. Application deadline and form of submission of applications: The call for applications is open from April, 18th 2024 to May, 3rd 2024.

The researcher responsible for the project reserves the right not to award the Scientific Research Fellowship in competition depending on the result of the evaluation of the applications and its suitability for the project's objectives.
