INNOVATION AND TECHNOLOGY COMMISSION (ITC)

Science Advisor

(Salary : HK$189,150 - HK$206,700 per month, depending on relevant experience)

Entry Requirements :

Candidates are required to have :

(a)
(i) full professorship status in a relevant field, or
(ii) a PhD Degree in a relevant field, and a minimum of 10 years’ relevant post-qualification experience at a senior management level in a scientific or corporate setting;

(b) strong research or technical background in the development, application and commercialisation of technology (preferably enjoy recognised international standing in his/her own specialist field); good scientific and/or business networks; competency in research and development and/or business and product development; and understanding of current trends in technology and market (familiarity with the research and development trend in the Mainland will be an advantage); and

(c) strong command of both written and spoken English, as well as proficiency in written Chinese and spoken Cantonese and Putonghua.

Duties :

Science Advisor (ScA) is a non-civil service directorate position responsible for providing specialist advice to the Commissioner for Innovation and Technology on matters related to innovation and technology development in designated focus areas, including supporting the Technology Committees of the Research and Development Centres (including Automotive Platforms and Application Systems R&D Centre, Hong Kong Applied Science and Technology Research Institute, Hong Kong Research Institute of Textiles and Apparel, Logistics and Supply Chain MultiTech R&D Centre, Nano and Advanced Materials Institute and Hong Kong Microelectronics Research and Development Institute to be set up in 2024) and assisting them to set their technology roadmaps.  The prevailing technology focus areas under the responsibility of ScA are automotive parts & accessory, communication technologies, consumer electronics, environmental technology, integrated circuit design, logistics & supply chain management enabling technologies, nanotechnology & advanced materials, and opto-electronics, textile & clothing.  In addition, ScA is responsible for supporting the InnoHK Steering Committee in the operations of the Research Institutions in the different clusters, including the current focus in the areas of Artificial Intelligence/Robotics, Healthcare, advanced manufacturing, materials, energy and sustainable development.

He/She is required to lead a team of professional staff to provide assistance to the Commission in developing solicitation themes, undertaking project assessment, monitoring progress and evaluating the programmes in related fields under the Innovation and Technology Fund and other funding schemes administered by the Commission.  He/She is also expected to maintain contacts with academia, research institutes, industries and other relevant bodies, liaising and supporting the activities of other government departments/organisations in relevant fields, and undertaking ad hoc activities related to ITC’s operation and strategic development in this aspect.

Terms of Appointment : The successful candidate will be appointed on non-civil service agreement terms for three years.

Fringe Benefits :

(a)    The appointee will be subject to the provision of the Mandatory Provident Fund (MPF) Schemes Ordinance and will be required to make an employee’s contribution to an MPF Scheme.  An end-of-contract gratuity may be granted upon satisfactory completion of the contract.  The amount of gratuity payable will be the sum, which, when added together with the Government’s contribution to the MPF scheme, equals 15% of the total basic salary drawn during the contract period; and

(b)    The appointee will be entitled to vacation leave with leave passage allowance, housing benefits in the form of non-accountable cash allowance and other benefits subject to the meeting of the eligibility criteria as stipulated in the regulations relating to the provision of such benefits.

Candidates who are selected for interview will normally receive an invitation for interview in about six to eight weeks after the closing date for application.  Those who are not invited for interview may assume that their applications are unsuccessful.  Interviews are tentatively scheduled to be conducted in Hong Kong in July/August  2024 (subject to change at the discretion of the Government without prior notification to applicants).  Applicants should make themselves available for the interview during that period.
