The French National Research Institute for Agriculture, Food, and the Environment (INRAE) is a public research establishment under the dual authority of the Ministry of Agriculture and the Ministry of Research. It is a community of 12,000 people with more than 200 research units and 42 experimental units located throughout France.
The institute is among the world leaders in agricultural and food sciences, in plant and animal sciences, and is 11th in the world in ecology and environment. INRAE’s main goal is to be a key player in the transitions necessary to address major global challenges. In the face of the increase in population, climate change, scarcity of resources and decline in biodiversity, the institute develops solutions for multiperformance agriculture, high quality food and sustainable management of resources and ecosystems.

Nature and purpose of the research project to be developed and related activities :
It is now established that the CAP and agro-environmental policies of the member states of the European Union will not enable the objectives of the European Green Deal to be achieved. Consequently, taking European agriculture down the planned path of the Green Deal requires greater efficacy of the tools already in place or the proposal of other tools or combinations of tools.
Would the transition from a best endeavours obligation to an obligation to achieve a result or granting group bonuses help increase the adoption of agro-environmental contracts? In what types of situations could nudges complement the economic incentives of the subsidy schemes? How can the effects of social norms be taken into account in the design and implementation of agro-environmental policies?
Devising these types of innovative tools requires solid foundations in micro-economics and behavioural economics. The empirical analysis of their efficacy requires command of experimental economics techniques. This research theme is the heart of the JP position.
Wanting to preserve the income of farmers seems to have led public policymakers to prioritize subsidies to push farmers to make their production practices greener with limited success from an environmental point of view. In coherence with the famous Tinbergen rule (summed up by “one target, one policy”), it concerns identifying the coherent combinations of tools to change farmer practices while maintaining their income. For example, to what extent can insurance policies offset the effects of the withdrawal of pesticides on farmer income? To what extent do taxes on polluting inputs help increase the adoption of agro-environmental contracts? What is the best combination of tools that would help reach intermediary environmental goals over the entire territory while ensuring strong protection of a few more sensitive areas within this territory?
These questions require original theoretical and empirical research, public policy tools being above all analyses from the perspective of their sole incentive efficiency in the economics literature. This theme is at the heart of the scientific project of SMART and will promote the establishment of fruitful collaborations including co-supervision of a doctoral student.
Nature and purpose of the teaching project :
SMART includes about ten lecturer-researchers attached to the EGS Department (Economics, Management, Society) of the Institut-Agro Rennes-Angers (IA RA). The question of supporting public policies, assessing tools, and implementing agro-environmental policies is at the heart of the engineering specialisation “Agroeconomy and public policies” under the EGS department of IA RA and the Master’s in “Economics applied to agriculture, the sea, and the environment” (E2AME) coordinated jointly by IA RA and the University of Bretagne Occidentale. The economist recruited will be required to participate in Master's 2 courses, in particular the modules on public economy applied to the agricultural sector and the environment, as well as the assessment methods of public policies and behaviour.
From a more multidisciplinary angle, the economist recruited will also be required to address the economic challenges of the agroecological transition within the framework of the specialisation “Agroecology” of the IA RA, as well as the PhD track programme “Environmental Transitions” proposed by Rennes ENS within the framework of the “Excellences” IRIS-E project.
The holder of the JP will also be invited to participate in teaching environmental economics and experimental economics at the University of Rennes 1 and as part of the doctoral programme EDGE (pursued by most of the doctoral students within the SMART joint research unit).

With a PhD in economics, the candidate must have sound theoretical and applied skills in experimental economics, behavioural economics, and public economics.
Experience in the field of agro-environmental policies would be particularly appreciated. Given the research theme, the candidate must target the key journals in the field of agricultural economics and environmental economics and, if necessary, the best general economics journals. Ultimately, it will also concern contributing to interdisciplinary papers to adapt this theme to general scientific journals.
The candidate must also demonstrate the ability to manage joint research projects, join research networks (national and international), supervise doctoral students, and teach.

Type of contract
Tenure-Track Junior Professor Chair enables recruitment of scientists based on a research and teaching project that lasts three years. At the end of this period, and following an assessment of your scientific achievements and professional capabilities, you may obtain a full-tenure position as Research Director (DR2).
A research and teaching agreement will specify the path you will follow towards full-tenure and enable you to acquire the qualifications necessary to become a full-tenure Research Director in your field.
