Senior executive officer - DTU Aqua
Denmark
Job Description

DTU Aqua invites applications for a Senior Executive Officer in the area of planning and coordinating fisheries research supporting advisory work conducted for the Ministry of Food, Agriculture and Fisheries as well as other ministries in Denmark and Greenland.

Advice provided by DTU Aqua is based on research at the highest international level within sustainable exploitation of living marine and freshwater resources, the biology of aquatic organisms and the dynamics of ecosystems, their conservation and exploitation as well as their integration in ecosystem-based management.

The position should help strengthening research programmes, coordination of research and transfer of results into management application as well as education of the next generation of scientists providing evidence based advice on the management and conservation of aquatic living resources.

Job description
The position focusses on the provision of research based advice related to the management of aquatic living resources in a liaison function between the Secretariat for Public Sector Service and the Section for Marine Living Resources. The job description includes the following tasks:

  • Support advisory tasks of the institute delivered to the Ministry of Food, Agriculture and Fisheries and the Ministry of the Environment, with respect to the performance agreements and contracts with these ministries. This includes i) to ensure the annual rolling of the main advisory contract and specific supplements, ii) to organise the necessary internal dialogue, planning and coordination with the institute leadership and scientists delivering advisory input, and iii) to organise the corresponding external dialogue with the responsible ministerial units as well as stakeholders.
  • Support the institute’s participation in the European Maritime, Fisheries and Aquaculture Programme (EMFAF), including i) support of planning, execution and reporting on Danish obligations under the EU’s Data Collection Framework, ii) planning and implementing contributions to other EMFAF programme parts ensuring that relevant components are addressed with adequate quality of research and necessary resources, iii) that cooperation with external partners are optimised and iv) that reporting on results is delivered and results implemented.
  • Develop cooperation with Greenlandic authorities, especially with the Greenland Institute of Natural Resources, and support education activities conducted by DTU in Greenland, such as the BEng in Fisheries Technology, taught in Sisimiut, Greenland’s second largest city.
  • Coordination of the institute’s cooperation with fishing industries as well as relevant NGO’s with respect to research conducted, advice delivered and future developments to be addressed, including guiding scientists and communication personnel in reporting of results to ministries, stakeholders and the interested public.

Experience and qualifications
Candidates should have a relevant higher education in natural sciences or as an engineer, preferably holding a PhD degree and substantial knowledge of science and advisory tasks of relevance to the institute. Candidates should have documented experience within management of fisheries including fisheries impact on the ecosystem and operation of complex research, monitoring and advisory programmes and contracts.

Excellent analytical capabilities, political flair and collaborative skills as well as good communication abilities are required to operate in a complex institutional setting with clients and stakeholders having often contradicting expectations on DTU Aqua’s activities in a dynamic world of change and limited resources to cover expanding work portfolios.

A good overview on national and international actors involved in fisheries science and management including legislations related to exploitation and conservation of aquatic living resources is an advantage and so is the ability to teach students and scientists in evidence based advisory tasks on marine living resource management.
