Carleton University’s Campus Safety Services is searching for an energetic, community-oriented, candidate with excellent leadership skills for one of our Shift Manager positions.

Campus Safety Services (CSS) is a department within the Finance and Administration Division. The department consists of Patrol Services, Parking Services, Technical Services and the Carleton University Student Emergency Response Team (CUSERT) to address the needs of the community for personal safety, protection of property and parking needs. The department recognizes our shared responsibility to provide a safe environment while affording dignity and respect to every individual. Their objective is to improve the quality of life through a community partnership which promotes a safe and secure campus.

Under the direction of the Assistant Director, Patrol Operations, the Shift Manager provides day-to-day leadership of uniform patrol units and provides continued support to all other campus safety services units to positively impact the health, safety and well-being of community members and visitors. Working with a team of Campus Safety Officers, Special Constables, Student Safety Patrollers and Dispatchers, the Shift Manager leads the delivery of campus safety operations, prioritizes and delegates work while providing guidance on related legislation, policies, programs and processes advice on escalated and challenging issues and incidents.

The successful candidate will be a strong collaborator, have excellent communication and interpersonal skills with the ability to diffuse conflict and handle with difficult situations and persons in crisis. Demonstrated experience in operational management and leadership concepts, as well as practices, including community-based program/service delivery models, policy development, planning, budgeting, performance management and human resources is essential.

The role involves contributions to departmental planning including the identification of goals, targets and outcomes to help develop and maintain the Community-Based Campus Safety Strategy. As a team leader, the manager will also assist in the development and implementation of training plans and programs and will conduct on-going performance management. The shift manager also provides crisis intervention during safety and security emergencies and is primary point of contact for the incident commander for the university until relieved by a senior manager.

The ideal candidate will have demonstrated experience providing support for individuals in a challenging and complex work environment that requires the ability to prioritize work, maintain composure under stress with expert knowledge of relevant governing legislation, collective agreements, policies and procedures. Experience managing a safety team in a unionized environment, including recruiting, hiring and training patrol staff. Strong cultural competencies to lead and cultivate an inclusive environment, using community-based principals is essential.

This is a full-time, continuing position working rotating 12 hour shifts (both days and nights). The full salary range has been provided with the ideal the starting salary typically between the minimum and the mid-point ($90,744 - $104,355) and based on the selected candidate's qualifications, internal equity and other compensation factors. Duties and Responsibilities:

Responsible to oversee the delivery of campus safety patrol shift operations and to administer campus safety patrol programs and services; and provides support to all other campus safety services units.


Qualifications:

The incumbent must possess the following qualifications:
• Knowledge of operational management and leadership concepts practices including program/service delivery models, policy development, planning, budgeting, performance measurement management, and human resources
• Knowledge of safety and security program design, delivery, assessment, and evaluation methodologies, processes, and practices
• Knowledge of relevant governing legislation, collective agreements, policies and procedures
• Knowledge of office as well as the broader university academic units, departments, and divisions
• Knowledge of office productivity software and databases, internet browsers and search engines, discipline-specific software, enterprise software, and technology devices
• Knowledge of cultural competency and diversity
• Knowledge is used to lead patrol unit and provides support to all other units of campus safety services


Education and Experience:

The completion of a two-year diploma in police foundations and the ability to complete/attain/maintain special constable status with the Ottawa Police Service. This along with a minimum of five years of previous progressive safety and security program and service experience including three years of supervision and leadership experience. (Please note, additional years of directly related experience will be considered as equivalencies in regards to education requirements).

Health and Safety Requirements

This position is regularly required to work on campus in person. If this happens, you will work with your direct manager to set up a remote work environment including discussing appropriate technology and requirements. You are required to follow all University policies and directives, including to set up a safe and confidential workspace in a remote location and ensure all Carleton property (intellectual and other) is safeguarded. If required to work remotely, you will be notified by your manager when working full time physically onsite will resume.
