The Research Assistant will help with the project “Assessing the Policy Landscape for Community Renewable Energy: An Index to Rank Jurisdictions.”


This project seeks to research, gather and organize information on enabling policies that could support the proliferation and success of community renewable energy (CRE), including notably virtual net metering. As part of the research, the project aims to analyze the barriers to adoption around virtual net metering. One outcome of the research will be the development of an index that can be used to rank provinces on a scale ranging from “closed” to “enabling”. The Research Assistant will organize and conduct, with the support of the supervisors, interviews with policy practitioners (n=20) across Canada, and prepare case five case studies (three Western Canada and two international) featuring model examples of virtual net metering and their relevance to CRE. The Research Assistant will develop a summary report of the findings and assist in the preparation of academic publications in public administration.

The Research Assistant will report to Dr. Marc-Andre Pigeon (Assistant Professor, Johnson Shoyama Graduate School of Public Policy and Director, Canadian Centre for the Study of Co-operatives) or/and Dr. Martin Boucher (Faculty Lecturer, Johnson Shoyama Graduate School of Public Policy). The general location of work will be at the University of Saskatchewan.

Required Number of Hours: 10 hours per week

Duration of Employment: January 30, 2024, up to August 31, 2024 (with a possibility of extension)

Qualifications (Skills and Abilities)

Typical Duties or Accountabilities:

  • Research, gather and organize information on enabling policies that could support the proliferation and success of CREs, including notably virtual net metering;
  • Interview policy practitioners (n=20) across Canada;
  • Prepare an analysis of barriers to adoption around virtual net metering;
  • Prepare five case studies (three Western Canada and two international) featuring model examples of virtual net metering and their relevance to CRE;
  • Develop an index that can be used to rank provinces on a scale ranging from “closed” to “enabling”;
  • Participate in team meetings and contribute to the development and implementation of research methodologies
  • Assist in the preparation of an academic publication in public administration; and
  • Develop a summary report on findings.

Education: Completion of a bachelor’s degree in a social sciences discipline at a minimum or a more advanced designation. Preference will be given to individuals currently registered in a graduate program at the University of Saskatchewan.

Experience: Experience compiling and analyzing qualitative data, as well as conducting interviews, is required. Experience engaging with public officials is an asset.
