The University of Toronto Libraries system is the largest academic library in Canada and is consistently ranked in the top ten among academic research libraries in North America. The system consists of 40 libraries located on the university campuses: St. George, Mississauga, and Scarborough. This array of college libraries, special collections, and specialized libraries and information centres supports the teaching and research requirements of over 300 graduate programs, more than 70 professional programs, and about 700 undergraduate degree programs. In addition to more than 15 million volumes in 341 languages, the library system currently provides access to millions of electronic resources in various forms and over 31,000 linear metres of archival material. More than 150,000 new print volumes are acquired each year. The Libraries' data centre houses more than 500servers with a storage capacity of 1.5 petabytes.

Your Opportunity:

Reporting to the Chief Administrative Officer (CAO) the incumbent is responsible for managing security, fire, and health & safety issues at the Central Library.  The incumbent is responsible for developing and conducting staff training, advising management and staff on related legislation and for developing policies and procedures. As a health and safety practitioner, the incumbent administers the Act, which requires a full understanding of the Ontario Health and Safety Act (IRS – Internal Responsibility System), which involves JHSC; rights & responsibilities of employer; supervisors and workers; workplace inspections; roles, responsibilities and liabilities of contractors; trades, visitors in the workplace;   The incumbent also manages, directs and provides leadership to Building Patrol staff. The incumbent provides leadership and expertise on issues related to health and safety, fire and security, to manage situations, emergencies and crises, ensuring that the appropriate immediate action is taken and compliance with all applicable policies, protocols and legislative frameworks.

The incumbent advises the University Chief Librarian, Central Library management and Joint Health and Safety Committee on issues relating to health and safety, fire and security, and ensures that University of Toronto Libraries (UTL) Executives are kept appraised of any potential health and safety issues based on internal assessments and kept apprised of the status of any situations and emergencies.

As part of the emergency management process, the incumbent liaises with the Office of Environmental Health and Safety Office and UofT Fire Prevention Services to develop evacuation and stay plans, lock down or lock out as appropriate and advises on executive protection for the Central Library system.

The incumbent acts as the main UTL contact with UofT Fire Prevention Services for all matters relating to fire prevention and safety, including, but not limited to, compliance with fire alarm testing, attending to fire emergencies.

The incumbent conducts investigation of reports of fire, safety, and security accidents/incidents and building hazards to determine validity of report and to identify resolution.

The incumbent maintains knowledge of and keeps up to date on the Occupational Health and Safety Act and Fire, Building and Criminal Codes.

EXPERIENCE:

  • Minimum of 5 years’ experience in a related field including supervisory or management experience in a unionized environment. 
  • Experience administering the Ontario Occupational Health and Safety Act (Internal Responsibility System).

SKILLS:

  • Excellent interpersonal and oral and written communication skills.
  • Excellent analytical and problem-solving skills.
  • Demonstrated ability to work with clients dealing with health and safety issues.
  • Ability to exercise patience, tact, diplomacy and discretion.
  • Demonstrated ability to relate to students, staff, and faculty that build trust and confidence.
  • Strong computer skills (MS Word, Excel, PowerPoint, Outlook, MS Teams).


OTHER:

  • Full understanding of Ontario Regulations on, at least; OHS Industrial Regulations; Bill 168 & addendums (violence and harassment in the workplace); Crisis Interventions; Ergonomic Standards (CSA) (Office Ergonomics, Material Handling, Lifting); WSIB (accident / incident reporting, investigating); Fire & Building Codes; Private Security Act (legal responsibilities of Library; Patrols, prescribed uniforms; Industrial Hygiene (ACGIH); Elevators and Lifting Devices (CSA).
  • Must have successfully completed a recognized CPR and First Aid Training course.
  • Demonstrated commitment to the values of inclusivity, diversity, equity, anti-racism and accessibility.
